Reporters learned from the Municipal Development and Reform Commission that according to the latest statistical data, Chenzhou City saved more than 1 billion yuan of budgetary funds in resource conservation and environmental protection projects last year. The emission reduction of chemical oxygen demand, sulfur dioxide, ammonia nitrogen and nitrogen oxides in the whole city achieved the annual target, and the energy consumption unit GDP decreased by 5.2 percent.

Since last year, Chenzhou City has taken a series of policies and measures, and made new progress in promoting energy conservation and emission reduction and green low-carbon development. Among them, Yongxing County National "Urban Mineral" Demonstration Base has passed the acceptance and received 150 million yuan of central funds; 26 projects closely related to the protection of Xiangjiang River, such as shelter forest project, comprehensive control of rocky desertification, and "Sishui Water-conservancy Projects", have been implemented, and received 273 million yuan in the central budget; Taojiahe River (including Guiyang, Linwu, Jiahe section) and other key river basin environmental control projects have received 203 million yuan of funds in the central budget; the national main functional areas of Linwu County, Jiahe County and other 6 counties (cities) have received a total of 340 million yuan from the central government; Yongxing County Sewage Treatment Plant Bidding Renovation Project and the Construction and Operation Project of Domestic Waste Collection and Transfer System in Yizhang County have received a total of 27.6 million yuan in the central budget.

Chenzhou City has seized the infrastructure shortage compensation, green development of the Yangtze River Economic Zone, National Sustainable Agenda Innovation Demonstration Zone, and other historical opportunities, and earnestly strengthened the pre-project work of major environmental pollution control, urban sewage and garbage treatment facilities, and comprehensive utilization of resource-saving and circular economy, and the scheduling promotion of projects under construction. In 2018, the city's investment in eco-environmental protection achieved steady growth, an increase of 6.8 percent over the same period last year. At present, relying on 150 major national construction project warehousing projects, the total investment exceeds 10 billion yuan, and a number of other projects are accelerating the advance work.

The relevant person in charge of the Municipal Development and Reform Commission said that next step, the Municipal Development and Reform Commission would encourage qualified enterprises to issue green bonds, encourage social capital to invest in ecological and environmental protection industries, and promote the development of green industries such as energy conservation, environmental protection, clean production and clean energy; would take investment in ecological and environmental protection projects as the key support for stable investment and growth, and vigorously plan and develop a number of environmental protection projects and ecological environmental protection industry projects to strive to form new investment growth points and economic growth points.
