On the morning of August 26, Liu Zhiren, Deputy Party Secretary and Mayor, chaired the 5th Party Group Conference of the Municipal Government in 2019.

The conference was organized to study General Secretary Xi Jinping's speech at the 15th group learning of the Political Bureau of the Central Committee, the "Regulations on the Propaganda Work of the Communist Party of China", and the "Opinions of the Hunan Provincial Committee of the Communist Party of China on the Overall Strengthening of Grass-roots Construction".

Liu Zhiren pointed out that the Party Members of the Municipal Government should lead every Party member and cadre in the government system, actively participate in this thematic education, strengthen the exercise of Party spirit and political experience, and constantly improve the political realm, ideological realm and moral realm, and strengthen service ability in an all-round way so as to promote the high-quality development of Chenzhou; should incorporate grass-roots construction into government work deployment, economic and social development planning and Party building work arrangements, conduct regular thematic studies, formulate specific measures, make overall planning and guidance, organize and coordinate, integrate resources and supervise and inspect, and solve key and difficult problems; should further refine the implementation plan for the tasks related with the government departments, and make a list of responsibilities according to the Provincial Party Committee's "Several Opinions on Enhancing Grass-roots Construction in an All-round Way" and the requirements of the "Several Measures" to be promulgated by the Municipal Party Committee.

Liu Zhiren requested that we should actively strive for funds, improve the financial investment guarantee mechanism, implement the main responsibility of county, city and township (street) in financial support for grass-roots construction, and increase financial support for grass-roots units, especially in poor areas. In order to ensure the implementation of people's livelihood, we should focus on 100 key tasks identified in this year's Economic Work Conference of the Municipal Party Committee and the Government Work Report, and highlight the "Ten Beneficiary Projects" to ensure that the tasks are implemented at the grass-roots level and that development benefits the general public.
