On October 10, Liu Zhiren, Deputy Secretary of the CPC Municipal Committee and Mayor, led a team to Xicheng District to conduct investigation on project construction, land use planning and environmental renovation. Liu Zhiren emphasized that we should base ourselves on long-term, scientific planning, steadily promote, and strive to build a beautiful Chenzhou City.

Liu Zhiren and his delegation went to Tongxin Road and Tongfu Road intersection, Tongfu Road, Hanxi Road, Tongxinhe River and the Second Municipal Sewage Treatment Plant, Gaobi District and other places to investigate the project construction, land use planning and environmental renovation.

At the subsequent project construction, land use planning and environmental renovation work dispatching meeting, the head of municipal relevant departments reported on the conceptual planning of land use environmental renovation for Tongxin Road and the sewage treatment situation of the Municipal Second Sewage Treatment Plant, and the heads of the participating units made speeches.

After listening to the speakers, Liu Zhiren deployed and arranged the community management, the construction of Huatai City and the automobile terminal, and the operation of the second municipal sewage treatment plant.

Liu Zhiren requested that we should do a good job of district planning and build a beautiful Xicheng District; should systematically and comprehensively consider the planning, establish a correct view of political achievements and plan scientifically; should plan from a high starting point, plan deeply and consider thoroughly, and promote the planning to produce actual results through long-term planning and step-by-step implementation; should persist in market-oriented operation, revitalize idle land, improve land use rate, and promote the implementation of planning; should insist on the integration of production and city, layout according to the new type of city, and promote the governance of Tongxin River; should grasp the connection of special planning, especially the design of professional planning such as drainage, transportation and lighting; should use planning to revitalize the land, improve the quality of the city, increase financial revenue, resolve government debts and improve the living environment of the people.

Liu Zhiren demanded that we should emancipate the minds, innovate management and promote the implementation of planning; should innovate the work of resettlement and demolition, and actively explore ways of resettlement and demolition; should revitalize the land, find out the situation, raise funds and solve the problems of dirty and disorderly conditions and Tongxin River harnessing; should promote the implementation of the plan through investment attraction, joint venture and cooperation; should break through the difficult problems, establish linkage mechanism and take the road of win-win development; should make a good annual plan according to the well-formulated plan and step by step promote all kinds of work.
