Recently, the Provincial Water Conservancy Department announced the list of the first batch of counties (cities, districts) that have reached the water-saving social construction standard in the province. Suxian District was the first district in the city and the first batch of counties and cities in the province that have passed the provincial technical evaluation and administrative acceptance.

In recent years, Suxian District has seriously implemented the new period water control policy of "water saving priority, space balance, system management, two hands efforts", and achieved remarkable results in the construction of water-saving society.

Suxian District has worked out the "Implementation Plan of Water-saving Society in Suxian District, Hunan Province", which has been reviewed by experts organized by the Provincial Water Conservancy Department and approved by the People's Government of Suxian District, to further clarify the work tasks and implement the work responsibilities; has actively promoted the measurement of agricultural irrigation water and industrial water, and the measurement rate of industrial water has reached 100 percent. Among them, 12 key water intake units have installed provincial control online monitoring system, and the key irrigation areas have implemented water measurement.

The district has actively promoted the development of water-saving agriculture, organized and implemented high-efficiency water-saving irrigation projects such as Quantang Farm in Dongwei Village, fruit garden in Wazao Village, Yaoling Ecological Agriculture Company in Dakuishang Village and Dongjiang Ecological Co., Ltd. in Datoulong Village, realizing the transformation from traditional agriculture to modern high-efficiency agriculture.

The district has comprehensively promoted the comprehensive reform of agricultural water price, invested nearly one million yuan, actively explored the establishment and improvement of the formation mechanism of agricultural water price with Liuquan irrigation area as a pilot, and promoted the construction of agricultural water right system; has actively carried out the establishment of public water-saving units and water-saving residential quarters, completed the replacement and transformation of water-saving appliances and toilet water-saving transformation of all government departments, schools, residential quarters and urban public places in the whole district. Municipal Party Committee, Country Garden, Dongtian Jinwan and Yujing City Garden have won the honorary titles of provincial water-saving units and residential quarters.

Suxian District has actively promoted the renewable water utilization and completed the construction of seven large sewage treatment plants. The treated reclaimed water is mainly used for agricultural irrigation, urban greening water, urban public water and so on, strengthening the renewable water utilization.

Through the establishment and improvement of water conservation management system and mechanism, the district has improved urban public water pipe network and water-saving facilities, promoted the use of advanced water-saving technology, improved the utilization level of unconventional water sources, carried out the construction of water-saving carriers, publicity and education, and built a large number of water-saving demonstration carriers, such as Xiangnan Middle School, Dongtian Jinwan Community, Hunan Nonferrous Chenzhou Fluorine Chemical Co., Ltd. and Quantang high efficiency water-saving irrigation project. The total amount of water consumption has been effectively controlled, the water efficiency has been continuously improved, and the water-saving awareness of the whole society has been significantly enhanced.

 
In recent years, Chenzhou City has strictly implemented the strictest water resource management system, and achieved the control goal of "three red lines and five indicators" of water resource management. The Municipal Water Conservancy Bureau was named as "Water Saving Unit of Hunan Province" by the Provincial Department of Housing and Construction and the Provincial Development and Reform Commission; Jingui Silver Industry Co., Ltd. was recognized as the "First Batch of Provincial Water-saving Carriers" by the Provincial Water Conservancy Department. Chenzhou City successfully established the "National Water-saving City" and created the "Chenzhou Model" for the construction of water ecological civilization in southern mountainous areas. The case of Changhe reservoir water resources protection was selected as a typical case of provincial grass-roots water conservancy reform and innovation by the Provincial Water Conservancy Department.

In the next stage, Chenzhou Water Conservancy Bureau, together with the relevant municipal departments, will strengthen the guidance of water-saving social construction in Jiahe, Yongxing and Rucheng counties in accordance with the national water-saving action requirements, ensure that by the end of 2022, no less than 30 percent of the counties and cities in the city will complete the construction of water-saving society, and promote the construction of water-saving society to a new level, so as to provide strong support for sustainable utilization and green development of water resources in our city.
