From November 6 to 7, the national high-quality development site meeting of "four good rural roads" was held in Pujiang County, Chengdu City, Sichuan Province in 2019. The meeting awarded 83 counties and cities that were rated as "four good rural roads" demonstration counties in 2019. The reporter noted that four counties in Hunan Province have won the honorary title.

These four counties (districts) are Linli County, Anren County, Pingjiang County and Lengshuitan District. Previously, Changsha County, Linxiang City and Zhijiang County in Hunan Province have been rated as the "four good rural roads" demonstration counties in China.

The reporter learned from the Hunan Provincial Highway Affairs Center that in recent years, the highways departments at all levels in Hunan province have conscientiously implemented the spirit of the important instructions of General Secretary Xi Jinping on the "four good rural roads" to promote the implementation of the relevant work arrangements of the provincial Party committee and the provincial government, and further build, manage, protect and operate the rural roads, and gradually eliminate the traffic bottleneck restricting the rural development, so as to provide a better guarantee for the majority of farmers to get rid of poverty and become rich and run for a well-off life, and to help the revitalization of villages in Hunan Province.

By the end of 2018, 23,564km of security facilities had been built in Hunan province, and the total mileage of rural roads in the province had reached 202,000km, realizing that 100 percent of villages and towns and qualified villages had access to cement roads. All towns and villages in poverty-stricken areas and non poverty-stricken areas in the province have achieved 100 percent unblocked of qualified villages, completed the national planning goal five years in advance, opened the channel to become rich, and promoted the development of rural economy. By 2019, Hunan Province has basically completed the target task of improving the quality of 35000 km rural roads in the 13th five year plan in advance.

At the same time, Hunan province has formed the "1 + 2" rural road maintenance standard with unique Hunan characteristics, explored and implemented the market-oriented and socialized maintenance mode of rural roads, steadily improved the level of road conditions, and stepped into a new track of sound development. By the end of 2018, 85 percent of the rural roads in the province had above average PQI, and the greening rate reached 84 percent, providing a good, comfortable and unimpeded travel environment for the people.

In addition, Hunan province has paid close attention to the management of rural roads. According to the characteristics of the province's rural roads, such as wide-ranging lines, difficult supervision, and arduous management tasks, all parts of Hunan Province have invested funds to set up high limit and wide load facilities in key rural roads, set up "corridors" for the publicity of management and control, and set up billboards for township rules and regulations or village rules and regulations on the main roads, so as to enhance the people's awareness of love and protection of roads.

According to the 13th Five Year Development Plan for rural roads in Hunan Province, 58,600 kilometers of rural roads and 1000 kilometers of important county and township roads in poverty-stricken areas will be built in the province. By the end of 2019, 36000 natural villages will be built with cement (asphalt) roads, with a total mileage of 43700 kilometers.
