On November 12, the city's "two cigarettes" leading group meeting was held. Zou Wenhui, Deputy Secretary of the Municipal Party Committee, attended the meeting and made a speech.

From January to October this year, 145,100 cases of cigarettes and 915,000 loads of tobacco were sold in the city; the sales revenue was 7.024 billion yuan and the tax revenue was 1.477 billion yuan, maintaining a sustained, stable and healthy development.

The meeting conveyed the spirit of relevant national tobacco working conference, reported the national tobacco working situation, reported the tobacco production and purchase situation of the whole city in 2019 and the tobacco production plan in 2020, etc. On how to promote the high-quality development of our city's "two cigarettes" work, members of the leading group of "two cigarettes" work made a discussion and speech.

Zou Wenhui stressed that the tobacco industry is a traditional, characteristic and important industry to enrich the people in our city. At present, there are some problems in the development, which are not only a crisis, but also a major business opportunity. We should strengthen market awareness, competition awareness and quality awareness, and make Chenzhou a national strategic core high-quality tobacco area, strive for more projects and financial support, so as to promote the high-quality development of our tobacco industry.

Zou Wenhui required that we should base on the early days, grasp the agricultural time and solar term, do well in ploughing, seedling raising and transplanting according to the time nodes, further strengthen the sense of goal, grasp the tobacco work with a high sense of responsibility, and ensure the successful completion of the task; should base ourselves on stability, work hard to stabilize plans, expectations and interests, improve policies and measures, strictly control key links, and pay close attention to the implementation of measures; should base ourselves on the innovation mechanism, build a platform, reduce costs and increase efficiency, further optimize the tobacco production service system, constantly improve the technical support system, accelerate the construction of professional tobacco farmers and supporting facilities, and stabilize tobacco production; should base on our initiative, establish a comprehensive cooperation mechanism to fight against counterfeits with the participation of all relevant departments, clarify the responsibilities of all departments for the comprehensive management of the "two cigarettes" market, ensure that national taxes and fees are not lost, and create a good environment for the development of the "two cigarettes".
