Zou Wenhui, Deputy Secretary of Chenzhou Municipal Party Committee, attended the Guiyang Delegation Meeting of the fourth session of the fifth Municipal People's Congress to review the government work report, plan report and budget report together with the representatives. Zou Wenhui pointed out that we should seize the historical opportunity, implement the new development concept and promote the high-quality development of county economy.

During the deliberation, the representatives believed that the work review of 2019 in the government's work report was practical and realistic, and the achievements were encouraging. The work deployment goal for 2020 was clear, the focus was prominent, and the measures were powerful. The whole report runs through Xi Jinping's socialist thought with Chinese characteristics in the new era, which is in line with the reality of Chenzhou City. The representatives also made active suggestions on building "9 advantageous industrial chains" and "6 major industrial clusters", accelerating the construction of Dongjiang second phase water diversion project and solving the problems left over by the real estate history, which were closely concerned by the people.

Zou Wenhui fully affirmed the work achievements of Guiyang County in 2019 and the work ideas in 2020.

Zou Wenhui pointed out that in the new year, Guiyang County should seize the historical opportunities such as plate type and industrial chain type industrial transfer in Guangdong - Hong Kong - Macao Greater Bay Area, establish a comprehensive and holistic concept, implement the new development concept of innovation, coordination, green, opening and sharing, adhere to the "five in one" overall layout and the "four comprehensive" strategic layout, and firmly establish the bottom line thinking.

Zou Wenhui stressed that we should deal with the relationship between the government and the market, give full play to the decisive role of the market in the allocation of resources, and give better play to the role of the government; should deal with the relationship between advantages and characteristics, based on the advantages of local resource endowment, determine the characteristics through advantages, enlarge the advantages through characteristics, so as to form industrial advantages, development advantages, and achieve sustainable development; should deal with the relationship between investment promotion and project implementation, and improve the ability of project implementation; deal with the relationship between urban-rural integration and division of labor coordination, and give full play to comparative advantages; should deal with the relationship between government services and the development of ecosystem construction, and promote the formation of a good development ecological environment with government services; should handle the relationship between promoting development and benefiting the people's livelihood, adhere to the people-centered development idea, and improve the sense of gain, happiness and security of the people.
