Recently, Zou Wenhui, Deputy Secretary of the Municipal Party Committee, went to Chenzhou High-tech Zone to investigate the construction of key projects and the resumption of production of enterprises in the park.

Chenzhou High-tech Zone plans to implement 29 major key industrial this year, with a total investment of 22.95 billion yuan and an annual planned investment of 3.195 billion yuan. Up to now, 87 large-scale industrial enterprises have returned to work, with a return rate of 100 percent for large-scale industrial enterprises; 19644 employees of industrial enterprises above designated size have returned to work, with a return rate of 100 percent.

Zou Wenhui successively came to Ningbang Square City Complex Project, Giant Power Electronics Company, Grand-Pro Company, Zhengwei New Material Technology City project, entered the construction sites and workshops, inspected the construction of key projects and the resumption of production of enterprises on the spot, held a symposium, listened to the situation report, and coordinated to solve the difficulties and problems faced by the project construction and resumption of production of enterprises.

Zou Wenhui stressed that we should firmly establish the concept of service, closely focus on development and service development, promote development in service, adhere to the "three starting points", achieve "three connections", strengthen "three investment promotion", and form "three cycles".

Zou Wenhui required that we should start from the development needs, from the specific problems, and from the solution of the problems to solve the "first kilometer"; open up all links of policy implementation, actively help enterprises to enjoy favorable policies to the maximum extent; open up the employment demand and labor employment demand of enterprises, guide the effective connection between labor remuneration and enterprise employment cost, the volatility periodicity of enterprise employment and flexible employment of labor; establish a platform, integrate resources, and achieve information symmetry between financial products and enterprise credit products to better promote the connection between banks and enterprises.

Zou Wenhui pointed out that it is necessary to optimize the investment attraction, recruit foreign enterprises by the enterprises in which they work, recruit upstream and downstream enterprises in the industrial chain by the leading enterprises in the industrial chain, recruit group and plate enterprises by the Chamber of Commerce Association, take the project implementation ability and service enterprise ability as the core resources of investment attraction, strengthen the construction of industrial chain infrastructure and basic platform, and build a good park development and industrial development ecosystem, and constantly improve the business environment.
