On the afternoon of July 6, the Standing Committee of the Municipal People's Congress held a special lecture on civil code. Professor Xu Zhongyuan, Vice President and Doctoral Supervisor of Law School of Central South University, was invited to give lectures on the "Civil Code of China". Zhang Aiguo, Secretary of the Party Group and Deputy Director of the Standing Committee of the Municipal People's Congress, presided over the lecture and delivered a speech. Li Ting, Chen Xiangan, Ouyang Jianhua, Liao Meilin and Zhang Jun, Deputy Directors of the Standing Committee of the Municipal People's Congress, and Zhu Fushan, Secretary General, attended the lecture. 

The "Civil Code of China", which was deliberated and passed at the third session of the 13th National People's Congress, is the first law named after the code in New China. It has created a precedent for the codification and legislation of China's code, and played an important role in the socialist legal system with Chinese characteristics.

With the title of "Implementation of China's Civil Code and Password for the Great Rejuvenation of the Chinese Nation", Xu Zhongyuan comprehensively expounded the significance and profound influence of the promulgation and implementation of the civil code from the aspects of highlighting the dominant position of people, highlighting the inheritance of good family traditions, highlighting the socialist core values, ensuring social justice, standardizing national governance, highlighting the harmonious development of man and nature, and highlighting grassroots governance, etc., which provided a clear basis for us to further study and understand the civil code ideas and methods. 

Zhang Aiguo stressed in the lecture that the Civil Code has put forward new requirements and made new norms for the work of the People's Congress in the new era. The Municipal People's Congress system should regard the implementation of the civil code as an important task at present, take the lead in publicizing, promoting and ensuring the implementation of the civil code, and strive to improve the  ability and level of using the civil code to safeguard people's rights and interests, resolve conflicts and disputes, and promote social harmony and stability; should fully understand the significance of the code, quickly set off the upsurge of study and implementation, and let the civil code go to the masses and into the hearts of the masses; should strictly check the provisions of the standard code, make scientific, democratic and legal legislation, and constantly improve the quality of local legislation; should deeply understand the connotation of the code, promote the concept of supervision by the People's Congress according to law, supervise the conscientious implementation of the civil code by "one government, one committee, two courts", and make new and greater contributions to the modernization of local governance system and governance capacity.

The lecture was conducted in the form of video conference. Retired veteran comrades such as Wang Zhenxin and Zhong Benqiang, members of the Standing Committee of the Municipal People's Congress, members of the special committees of the Municipal People's Congress, and cadres and workers of the Municipal People's Congress organs listened to the lecture in the main venue; the cadres and workers of the People's Congress of all counties and cities, as well as the responsible comrades of the township (street) People's Congress, watched and listened to the lecture in the county and urban sub venues.
