On the morning of July 17, Yi Pengfei, Secretary of the Municipal Party Committee and Director of the Standing Committee of the Municipal People's Congress, presided over a forum to dispatch the development of electronic information industry in our city. Yi Pengfei stressed that it is necessary to further revise and improve the "Chenzhou Electronic Information Industry Development Plan" (hereinafter referred to as the "Plan") closely around the goal of "building a 100 billion industry with a clear-cut banner", so as to ensure that the "plan" is more instructive, effective and practical, and constantly promote the sustainable and high-quality development of Chenzhou's electronic information industry.

At the meeting, the preparation background, compilation ideas and specific contents of the electronic information industry development plan and investment map of Chenzhou City were heard.

Yi Pengfei said that the development scale and core competitiveness of Chenzhou's electronic information industry are in the initial stage. Although there is a start, the foundation is not very solid. Therefore, the compilation of the plan must be in line with the actual development of Chenzhou electronic information industry, seeking truth from facts, pragmatic planning, can not be ambitious. We should make clear what problems should be solved in the compilation of the plan, avoid blindness, focus on the key and core, and solve the specific problems in the development of electronic information industry in our city through planning.

Yi Pengfei pointed out that we should adhere to the goal orientation. With the goal of "building a 100 billion industry with a clear-cut stand", we should firmly adhere to the goal and further strengthen the guidance, effectiveness and practicality of the plan; follow the trend; firmly implement the new development concept, fully reflect the requirements of "ecological priority and green development", comply with the national electronic information industry development policy, layout and focus, based on Chenzhou's existing electronic information industry foundation and existing enterprises, combined with attracting investment and undertaking industrial transfer, accurately find the main direction, focus and breakthrough point of the development of electronic information industry in our city. We need to make sure that we are in the right position. We will develop leading industries such as big data in a pragmatic way, accurately build pillar industries such as intelligent terminal machines, and strive to improve and expand supporting industries.

Yi Pengfei stressed that it is necessary to make scientific layout, take High-tech Zone, Economic Development Zone, Zixing City, Linwu County and Rucheng County as the five key areas for the development of electronic information industry in our city. Relying on the existing key parks, the existing industrial foundation and the existing leading backbone enterprises, we should do a good job in planning and preparation, and create pillar enterprises that can support the development of Chenzhou's electronic information industry. At the same time, we need to strengthen the management and control role of the "Plan", promote the differentiated development of each key area, and guide the leading electronic information enterprises outside the five key areas. We should build a system. On the one hand, we should pay attention to the internal circulation, relying on the industrial park and the existing leading backbone enterprises to strive to become bigger and stronger; on the other hand, we should pay attention to the external circulation, precisely connect with the Guangdong-Hong Kong-Macao Greater Bay Area, actively undertake the supporting industries, and gradually build a relatively complete electronic information industry system, forming the "industrial forest" of Chenzhou. We need to attract investment accurately. We should aim at the enterprises that are efficient, pollution-free and can resettle employment, and ensure the accuracy of the investment objects. Relying on the clear positioning, layout and industrial system of the plan, we should further focus on business investment, especially through industry associations, to ensure the effectiveness of investment promotion. We should strengthen security. We will strengthen the support of preferential policies, business environment, and basic supporting facilities, so as to lay a solid foundation for building a 100 billion billion electronic information industry.
