Parks are the name cards of a city, but with the continuous improvement of people's demand for a better ecological environment, the management level of parks in urban areas also needs to be improved. Therefore, Gao Jing, member of the Municipal Committee of the Chinese People's Political Consultative Conference, Vice Chairman of the Suxian District Committee of the Chinese People's Political Consultative Conference and Chairman of the Suxian District Federation of Industry and Commerce, submitted the proposal of "improving the management level of parks and consolidating the achievements of building a civilized city".

At present, there are 41 parks and 86 gardens in the city, with a total area of 16.6964 million square meters. After deeply understanding, Gao Jing found that there are some problems in the park management in our city, such as insufficient funds and personnel, weak public awareness of park protection, unclear theme inside and outside the park, lack of infrastructure and more damage, and difficulties in grass-roots garden law enforcement.

Gao Jing suggested that the city should take multiple measures to improve the management level of parks. On the one hand, it is necessary to increase the investment in management and maintenance funds, timely allocate personnel, strengthen the construction of professional team, and curb the behavior of occupying and destroying green parks; on the other hand, it is necessary to highlight the theme of each park in the city, enhance the integration of cultural characteristics, and widely publicize parks, so as to let more citizens know and go to leisure.

Specifically, according to the allocation system of environmental sanitation funds, we can establish a mechanism jointly undertaken by the city and district levels, and dynamically allocate funds according to the increase and decrease of park area, so as to better meet the requirements of fine maintenance of park; explore the introduction of social professional enterprises to manage and protect public park, and adopt the mode of revitalizing park resources and assets to increase the income of park funds. According to the needs of management and protection, we should provide landscape engineers, plant protection personnel, green chemicals, pruners and other technical personnel; introduce regulations to prohibit the occupation of park green space in the name of development and construction of municipal projects, strictly control the commercial development of the projects around the park that may affect its landscape and function and the underground space of the park; organize volunteer service teams to correct all kinds of green damage phenomenon and uncivilized dog walking behavior in the park. In addition, the theme of each theme park should be repositioned, and the unreasonable theme should be changed to form a pattern of "one park with one theme and one feature".
