As a manufacturing worker, this is the fourth time Miao Zhenlin has participated in the NPC and CPPCC. He said that in previous years, most of the proposals submitted to the NPC and CPPCC focused on the development of science and technology. This year, he put forward suggestions mainly on the field of people's livelihood. Among them, "it is difficult for enterprises to recruit workers, and it is difficult for workers to find jobs" that he is more concerned about.
"On the one hand, many enterprises can't recruit suitable front-line production technicians, and there is a gap in the supply of high skilled talents; on the other hand, many graduates can't find suitable jobs every year." Miao Zhenlin told reporters that after extensive research, he found that with the rapid development of intelligent manufacturing, high-end equipment, digital economy and other emerging industries, the corresponding talent gap problem has become increasingly prominent, and the coexistence of "recruitment difficulty" and "employment difficulty" is a common problem in China in recent years. "We should vigorously develop higher vocational education, improve the quality of workers, ease the pressure of employment, and solve the problems of unemployment caused by the upgrading of industrial structure." Miao Zhenlin said.
High skilled talents are a strong foundation to support industrial development. Therefore, Miao Zhenlin suggested that the education department could guide higher vocational colleges to implement classified management according to the differences of students. According to the differences of learning basis, working experience and development desire of different students, we should customize personalized talent training, adopt flexible education system and flexible teaching mode. At the same time, the Human Resources and Social Security Department should strengthen the reform of personnel system, promote the establishment of school enterprise joint education mechanism, give play to the role of skilled master studio, strengthen vocational skills training, cultivate technical and skilled talents, promote employment, and alleviate the shortage of high skilled talents under the new situation.
