At about 9 a.m. on July 20, Luo Yuanbo who was busy reaping his rice in the paddy field, received a one-off subsidy of more than 49,000 yuan in his “subsidy card” (a bank card used exclusively for receiving subsidies).
The 52-year-old Luo Yuanbo, with 12 years’ experience of plating paddy rice, is an expert grower who has planted more than 1,400 mu (about 230.63 acres). “The government really cares about growers. The one-off subsidy is such as a blessing!” Luo Yuanbo said with gratitude.
Wu Xiaoyan shared the same feeling with Wu Yuanbo. “This year, I’ve planted 310.9 mu (about 51.22 acres) of high-quality paddy rice and I’ve received a one-off subsidy of 9513.54 yuan.”
In order to guarantee the income of growers, the Hunan Provincial Finance Department issued The Central Government’s Notice on One-off Subsidy Funds for Actual Grain Growers at the beginning of this July which clarifies the objects, scopes, publicity methods and procedures, and requires that the one-off subsidies be issued to rice growers through the “subsidy card/deposit book” before July 20.
To fully implement the policy, various departments at different levels made coordinated efforts to clarify how many growers are eligible for the subsidies. Meanwhile, 3 city supervision teams were dispatched to guide the issuance work in 11 counties (districts), which ensured the work to be done efficiently.
The municipal government has granted one-off subsidies of 53.5947 million yuan which covers 445,375 rice growers and the planting area of 1.7113 million mu (about 281914.29 acres).
