Chenzhou’s efforts to promote employment

Employment is essential for economic growth, social stability and people’s wellbeing. In the first seven months of this year, 39,989 new jobs were created in urban areas and 31,698 new immigrant jobs in rural areas in Chenzhou city, completing 72.71% and 90.57% of the annual tasks respectively. The unemployment rate was 2.07%, far lower than the target of 4.5%. 

 

From the end of 2020 to the beginning of this year, Chenzhou City surveyed its 11 counties and districts (including high-tech zones and economic development zones), 414 enterprises and 2,116 workers through on-site visits, centralized discussions and questionnaires. 

 
The survey found that there is no shortage of jobs but the lack of professional talents. 
 
Chenzhou City issued a circular about 38 jobs most in demand like electronic instrument assembly, housekeeping, and nursing. It also formulated training plans for each job to effectively guide enterprises and society to train urgently-needed professionals.
 
Liu Mingfa, Party secretary of Chenzhou Hunan Resources and Social Security Bureau, said that according to the survey of several hundred of enterprises in ten industries, 92 of the city’s 240-odd types of occupations have vacant posts, including 38 types of work in short supply, which will generate many employment opportunities. 
 
The city innovated the job training to solve the employment difficulties of the shortage of skilled workers and the difficulties of workers in finding jobs. It organized 16,447 people to participate in job training sessions on electronic instrument assemblers, housekeeping waiters and babysitters in the province. In this process, the city has created a series of training brands in combination with advantageous industries to provide supports for key groups to get a good job again.   
 
From June 15 to 23 this year, an eight-day vocational training course was held for nursery teachers focusing on key groups such as laid-off and unemployed persons from restructured enterprises, family members of workers in difficulty and migrant workers. 
 
“It’s a good learning opportunity. The teacher taught carefully, and I learned a lot.” During her sick leave, Guan Siyu actively signed up for the training session of baby sitters and didn’t miss a single class. The older workers like her, who had no skills, cherished this opportunity.
 
Since this year, the city has focused on improving the employability and employment rate of key groups to meet the needs of industrial structure upgrading. It takes vocational training as a key measure to maintain stable employment and alleviate structural employment contradictions. It has launched a mobilization meeting for vocational training this year, and held various vocational training sessions. 
 
The city has organized 57,255 people to participate in training sessions subsidized by the government, including 48,074 people in vocational training and 28,252 people in rural migrant worker training, respectively completing 129.06%, 313.91% and104.93% of the annual tasks. 
 
In order to give full play to training, the city has established a working mechanism integrating policy support, vocational training and employment services, strengthened follow-up employment guidance for trainees, focused on tracking services for trainees who have not been employed after training, and helped them get jobs through learned skills. By the end of July, the employment rate after vocational skills training in the city reached 72%. 
 
Employment is the foundation of people’s well-being and entrepreneurship is the source of employment. College graduates, migrant workers, urban registered laid-off workers, veterans, fishermen and the disabled are the groups with employment difficulties highly concerned. While doing everything possible to promote their employment, the city provides all-round services for these groups to start businesses.
 
This year, Chenzhou has fully launched the three-year action plan to promote the expansion and improvement of the scale and proportion of urban and rural workers’ entrepreneurship and enhance the multiplier effect of entrepreneurship-oriented employment. 
 
Chenzhou not only puts innovation at the core of development, but also takes it as the first driving force for development. It has been improving the entrepreneurial environment, cultivating entrepreneurial culture, and carrying out various innovative and entrepreneurial activities. It has also strengthened efforts on issuing entrepreneurship guaranteed loans and promoted the construction of entrepreneurship carriers at all levels to accumulate more strengthen and inject new vitality into the city’s entrepreneurship and employment. 
 
In order to help new business subjects grow healthily, Chenzhou actively coordinates relevant financial management departments, makes every effort to solve the problems of financial difficulties, financial barriers in the process of workers’ entrepreneurship, and provides consulting and guidance services for entrepreneurship loan application. 
 
Since the beginning of this year, there have been nearly 15,000 new business subjects, nearly 1.15 million yuan of loan interests have been paid for entrepreneurs in key employment groups through finance, 153 million yuan of loan investment has been effectively driven, 765 people have been supported to start their own businesses, directly driving 3,031 people to get jobs. This effectively reduces the burden on entrepreneurs and employers, and plays a good guiding and leading role in helping mass entrepreneurship and innovation and expanding effective employment.  
 
Now, 15 incubation bases have been built in the city with more than 400 enterprises, which created 11,000 jobs. In the first half of this year, the city issued 135.409 million yuan of guaranteed loans to support 666 people to start their own businesses, which created 3,115 jobs. 
 
In order to promote the transfer and employment of key groups such as college graduates, migrant workers and fishermen, the city has vigorously carried out the labor cooperation actions since this year. It has established labor cooperation relations with 10 cities, signed agreements with 100 enterprises to provide labors, established labor service stations in 1,000 administrative villages and provided more than 10,000 workers. 
 
At present, the city has established strategic labor cooperation relations with 36 cities, signed labor transportation agreements with 211 enterprises, established labor service stations in 1,267 administrative villages, provided 14,171 workers, and completed 360%, 211%, 126.7% and 141.71% of the target tasks respectively. 
 
Employment is essential to improve people’s well-being and entrepreneurship is the foundation of enriching the people. This year, based on the concept of people-oriented development, the city has put more emphasis on employment and entrepreneurship work by implementing a series of policies and measures. Thus, people’s sense of fulfillment and happiness have been enhanced.
