Guiyang sees improvement in watercourse and shoreline management

2021-11-30

This year, Guiyang County, Chenzhou City has put a premium on watercourse and shoreline management. River chiefs at three levels have carried out regular inspections along the river and solved over 100 problems.

In the Xihe River basin of Jile Village, Zhenghe Town, simple wooden sheds and vegetable fields were seen everywhere, which not only occupied the watercourse but also polluted the water. River chief offices at the town and village introduced relevant policies and laws to vegetable farmers and solved problems for them, effectively advancing the management work.

Xiao Qirui, former party secretary of Jile Village, took the lead in removing his 200-meter-long wax gourd shed. Soon, 9 mu (0.6 hectares) of vegetable fields in the watercourse were cleared.

On the right bank of the river in Lijiadong Village, there used to be two abandoned houses, a pump house and a sundries house, which affected flood discharge, but also had security risks as the surface of the houses had obvious cracks.

After investigation, the river chief office of Guiyang County held a discussion meeting and communicated with the company that owned the two houses for many times, asking the company to dismantle the houses. Today, the river shoreline has been restored, with green grass growing vibrantly.

“It is a very complicated and difficult job to clean and manage the shoreline as there are a large number of problems left over from history,” said Huang Shaowen, director of Guiyang County Water Conservancy Bureau.

Guiyang County has fully played the role of river chief system in jointly solving major problems in the watercourse and shoreline management, further implemented the joint law enforcement mechanism and strengthened supervision over the whole process of shoreline projects.

Since this year, Guiyang County has defined the scope of shoreline management, strengthened law enforcement and severely cracked down on illegal sand mining. 20 violation behaviors have been dealt with, 17 of which were ordered to suspend or rectify, and 3 were put on record.
