Recently, Chenzhou area of China (Hunan) Pilot Free Trade Zone (hereinafter referred to as “Hunan Free Trade Zone Chenzhou area”) won the honorary title of “Demonstration Park for Optimizing Business Environment” on the annual conference, hosted by the Hong Kong Economic Herald and the Belt and Road Initiative Economic Development and Free Trade Parks Alliance. It was held in Shenzhen and Hong Kong through online and offline interaction and livestreaming.
Since the official opening of Hunan Free Trade Zone Chenzhou area, great efforts have been made in formulating business environment policies and optimizing business processes, and remarkable results have been achieved.
It has actively promoted the “three zero” services, namely “zero thresholds”, “zero examination and approval” and “zero fees”, which provides convenience, efficiency and confidence for enterprises to enter the area.
By the end of November 2021, more than 1,336 enterprises have settled in the area.
Meanwhile, efforts have also been made to build the enterprise-related service model, and provide one-stop service and 230 commonly used government services on an inter-provincial basis to ensure easier access to self-service and the system of trust, tolerance and commitment for examination and approval. It takes only one working day to complete the start-up procedures of an enterprise and one hour to issue a business license thanks to the services.
In addition, Hunan Free Trade Zone Chenzhou area has issued a list of ten correct behaviors and eight inappropriate behaviors violating party rules, party discipline, laws and regulations in government-business exchanges.
Since the listing of the area, the first batch of monitoring points to optimize the business environment have been established among 29 enterprises; suggestions and opinions from the monitoring points have been collected and processed in a timely manner; 24 demands and opinions of enterprises have been dealt with.
