As the second largest lake in Hunan Province, Dongjiang Lake was listed as Hunan’s largest source of drinking water and a strategic water source for Changsha-Zhuzhou-Xiangtan City Cluster.
Chenzhou Municipal Commission for Discipline Inspection and Supervision, under the guidance of Hunan Provincial Commission for Discipline Inspection and Supervision, conducted ecological and environmental protection inspections at Dongjiang Lake basin, discovering 74 problems of environmental protection in the basin and asking competent departments to rectify those problems.
Dongjiang Lake now enjoys clean water and sound environment after the rectification.
Coordinated efforts for rectification
Over 10,000 square meters of makeshift houses built on Dongjiang Lake were removed within just one month.
Lei Lihua, an officer of Bailang Town, Zixing City, said: “Those makeshift houses have been on the lake for 20 years.” In the late 1990s, fishermen around the lake began to use net cages for fishing and constructed makeshift houses for their convenience. Later, more and more fishermen followed suit, and finally numerous makeshift houses were built. Fishermen from Bailang Town did so and built makeshift houses of more than 9,000 square meters.
Net cages in Dongjiang Lake were ordered to be removed in recent years to protect ecological environment of the lake. However, those makeshift houses were not dismantled. Some fishermen even rented the houses as fishing platforms to people.
The inspection team of Dongjiang Lake ecological protection discovered issues involving those makeshift houses in August 2021 and handed over those issues to Zixing Municipal Government.
At the end of November 2021, Zixing Municipal Government started the work of dismantling makeshift houses and fishing platforms in Dongjiang Lake. More than a month later, those makeshift houses and fishing platforms were removed.
At the same time, the municipal government also assigned officials to patrol the lake twice a day, cracking down on illegal makeshift houses and fishing.
When promoting the rectification of 74 problems, main leaders of Chenzhou Municipal Government took the lead and assigned rectification tasks to various departments from the beginning. The Chenzhou Municipal Commission for Discipline Inspection and Supervision established a “1+X” mechanism for coordinating efforts of inspection commissions and competent departments in various aspects, including mutual cooperation, issues transfer and information exchange, bringing together administrative law enforcement and discipline supervision.
Cooperation in ecological protection
Zixing City Sewage Treatment Center, to make more wastewater enter branch pipes of the sewage pipe network, dispatched staffs to maintain and repair damaged sewage pipes in Dongjiang Lake.
Back to 2021, Dongjiang Lake didn’t have a full sewage pipe network and satisfactory sewage collection rate and even some sewage treatment facilities saw technical faults. In September 2021, the inspection team of Dongjiang Lake ecological protection reported these issues to competent departments, calling for urgent ecological protection.
Chenzhou Municipal Commission for Discipline Inspection and Supervision handed over the issues concerning sewage pipe network to competent departments and coordinated the work of inspection offices, inspection teams and Zixing Municipal Commission for Discipline Inspection and Supervision, conducting inspections at all levels and securing solid progress in the rectification.
As of December 2021, Zixing City had launched 8 sewage treatment projects around the lake, with a sewage pipe network of 67.628 kilometers treating 7,600 tons of wastewater. It also divided rainwater and sewage, with rainwater discharged into the lake through rainwater pipe network and sewage lifted to the Sewage Treatment Center under the help of sewage pipe network and then discharged into the lake after treatment.
Stricter supervisions for lake protection
Li Zhihua, a farmer from Qingjiang Town of Zixing City, was busy building a ponkan greenhouse on January 6.
Li Xiajiao, an officer of Qingjiang Town, Zixing City, introduced: “Ponkan growing in greenhouses is free from yellow shoot and needs fewer pesticides.” Qingjiang Ponkan is well-known inside and outside the province for its unique quality and taste, which is widely planted along Dongjiang Lake. A large amount of chemical fertilizer and pesticide is used in ponkan planting. Those fertilizers and pesticides that couldn’t be absorbed by ponkan trees would enter Dongjiang Lake, polluting its water.
The chief officials of the supervision commission attached great importance to the agricultural pollution of the lake and held a joint meeting to handle this issue, implementing stricter inspections and supervisions to discover and solve problems in time.
Ponkan farmers around the lake, under the guidance of the government, use low-toxic, efficient and easily degradable pesticides and organic fertilizers distributed by competent government departments, install insecticidal lamps and sticky boards, greatly reducing the amount of pesticide and fertilizer used and curbing agricultural pollution in Dongjiang Lake.
While advancing ecological protection of Dongjiang Lake, Chenzhou Municipal Commission for Discipline Inspection and Supervision was guided by “zero-tolerance” for dereliction of duty, misconduct and malpractice. In 2021, 45 officials were held accountable for their actions, 8 officials were punished according to party disciplines and 1 official was transferred to the judiciary.
An official of Chenzhou Municipal Commission for Discipline Inspection and Supervision said, “It’s our duty and responsibility to focus on ecological protection.” The commission would increase its efforts on inspection and supervision of ecological protection around Dongjiang Lake, making the water cleaner and clearer.
