Hunan launches development plans for women, children

Cities and counties in Hunan Province have released development plans for women and children, according to Hunan Provincial Government, marking a new chapter to protect the rights and interests of women and children.


Hunan has enacted and implemented a four-period plan for the development of women and children, and targets in the plan were met, with many indicators better than the national average. The Hunan Provincial Plan for the Development of Women and Children (2021-2025) was released on September 16, 2021.


In this plan, the women's development plan consists of eight aspects in personal health, economy, law and so on, with 80 major targets and 95 strategic measures. The family building has been added to the plan.


The children’s development plan is made up of seven aspects, including safety, education, and welfare, which sets out 74 major targets and 88 strategic measures. Among them, children’s safety and family support are new contents.


To better protect the interests and rights of women and children, the plan focuses on both their physical and mental health in all rounds and all periods through improving the social relief system based on different levels and categories, and narrowing gaps between urban and rural areas, regions, and groups.


At the same time, the plan gives priority to the development of children, and emphasizes comprehensive care and protection for children in terms of family, school, society and the Internet.

A series of specific indicators and targets are put forward to shore up weak links in the last period plan, such as the mortality rate of cervical and breast cancers, the construction of treatment centers for critically ill pregnant women, and the standardized construction of maternal and child health care institutions at city and county levels.


The plan makes it clear that efforts should be made to increase the number of inclusive childcare agencies and kindergartens.


It supports qualified employers in providing childcare services for their employees, encourages employers to build standardized facilities for mothers and infants, and to provide childcare services for children aged 1 to 3 of female employees.
