Local cadres and residents fight against flood

2022-06-23

The garbage on the banks of the Zheshui River has been cleaned up, but traces of the torrential rain not long ago can still be seen. On June 12th, Zhu Sanmin, the leader of the local rural revitalization work team, together with some village cadres, led people to clear drainage ditches and dredge culverts.

"We must accelerate the construction of drainage facilities and improve flood prevention and disaster response capabilities." At the scene, Zhu Sanmin, who had a cold, had deep eye sockets, a hoarse voice, and a new scar on his left arm, was still enthusiastic when doing his work.

In March this year, 52-year-old Zhu Sanmin took the initiative to serve as the leader of the rural revitalization work team in Waisha Village, despite his cardiovascular diseases, large stomach ulcers, and other diseases.

Waisha Village is close to the Zheshui River. The village's 3,380 people are divided into 27 groups. The affairs in this village are very heavy and arduous.

Zhu Sanmin, together with the rural cadres, was busy every day for epidemic prevention, fire prevention, demolition of the old and construction of the new, renovation of dry toilets, environmental improvement, and other matters. So far, they have only had 5 days off.

During this year's Dragon Boat Festival, Rucheng County suffered the heaviest rainstorm in the past fifteen years. Waisha Village is a key precipitation area, and the task of flood prevention and disaster relief is arduous.

Every day, Zhu Sanmin and the CPC cadres were on duty for flood prevention, evacuating the masses, draining water, and self-rescue in emergencies.

On the early morning of June 6th, Waisha Village was again hit by a heavy rainstorm which was as severe as the flood on June 4th. At that time, the entire riverside area of the village was like the sea, and the rice paddies, houses, and roads were flooded. The flood reached Zhu Sanmin's chest-high height.

When morning dawned, Zhu Sanmin and Fan Youlin, a CPC Committee member of Maqiao Town, against the heavy rain struggled to dredge the drainage culvert. Then they immediately went to relocate the villagers.

Because he couldn't see the road clearly, Zhu Sanmin's left hand touched a sharp stone and shed a lot of blood. But all he had in mind was the safety of the masses, so he didn't feel the slightest pain at all.

By 10 a.m. in the morning, more than 30 people had been moved to farmers' homes on higher ground which was relatively safe. They directed the young adults to relocate themselves and carried or supported 5 elderly people to move.

After that, they were already soaking wet. Instead of resting, they went door to door to check whether all the people had moved to a safe place.

"You've been in the water for so long, and you're soaking wet. You'll catch a cold if you don't change for dry clothes!" A father and son said to them. But they insisted that they should ensure that everyone has been safely transferred first.

The father and son were afraid that they would get sick, but they were more afraid of making trouble for the father and son. The neighbors also came to persuade the two men to change their clothes. They had no choice but to change clothes.

Dressed in dry clothes, they were very touched in the deep of their hearts. Fan Youlin said, "This is the warmest cloth I have ever worn in my life. This dress represents the deep camaraderie between the villagers and the CPC party members and cadres. Zhu Sanmin said, “As long as our work is recognized by the people, all the efforts are worth it!”

When the flood attacked, Rucheng County, the place where the story of "Half A Quilt" took place, adhering to the purpose of putting people and lives first, sent the cadres to the front line to fight against floods together with the masses. The county transferred 22,849 people, resettled 7,455 people, and provided emergency assistance for 8,336 people. No one died in this disaster.
