The China National Intellectual Property Administration recently issued the "Announcement on the Evaluation Results of the Implementation of the Special Plan for Patent Transformation in 2022". Hunan Province ranked 16th and became a major province supported by the national patent transformation special plan. It will receive 100 million yuan in subsidies from the central government.
In recent years, Hunan government has successively issued the "14th Five-Year Plan for Intellectual Property Rights in Hunan Province", "Hunan Provincial Implementation Plan for Promoting Transfer and Transformation of Patented Technology to Assist Small and Medium-sized Enterprises in Innovation and Development", and "Hunan Provincial Action Plan for Intellectual Property Pledge Financing in Industrial Parks to Benefit Enterprises (2021-2023)", to provide strong policy support for patent transformation.
The province has established an intellectual property operation system with intellectual property trading centers as the main body, college and university intellectual property centers as the source, and key industrial operation funds and pledge financing risk compensation funds as the support.
Incentives and guiding policies such as risk compensation for intellectual property pledge financing, loan interest discount, and subsidies have been introduced in more than 80 counties and urban districts provincewide. A policy system with complementary advantages at the provincial, municipal, and county levels has taken shape.
The transformation power has been activated through a series of measures.
In 2021, the provincial university intellectual property centers carried out nearly 700 intellectual property operation projects, with an operating amount of nearly 1.2 billion yuan. There were 318 intellectual property pledge projects with a registered amount of pledge financing of 6.018 billion yuan, 15,284 patent transfers, and 1,447 licenses. Two patents won the invention gold award of the 23rd China Patent Award.
