Hunan to cover all villages with delivery services by 2022

Recently, the Hunan provincial government issued the Suggestions on Accelerating the Construction of Rural Delivery Logistics System, which aims to basically achieve full coverage of delivery services in villages by 2022, build at least five pilot counties in the province for integrated logistics, cultivate five demonstration projects for rural delivery service, and create five demonstration areas for the collaborative development of rural e-commerce and delivery.

 

By 2025, an inclusive, integrated, sharing, safe and efficient rural logistics system will take shape.

 

“In the past, our crayfish could only be sold through promotion in the WeChat Moment and by friends. Now I have learned to sell crayfish via livestreaming. I can carry out livestreaming everywhere, like in the field or at the production base, and the sales have increased significantly,” said Xiao Na, a crayfish farmer in Guoyuan Town, Changsha County, Changsha City. She has been engaged in crayfish farming for seven years and benefited much from livestreaming.

 

At the end of February last year, the first town-level service station of Changsha County Public Service Center for E-commerce opened in Guoyuan Town, where local specialties are sold through livestreaming.

 

“The delivery is very convenient, and we do not have to worry about logistics,” Xiao Na told reporters that once an order is received, they can send the parcel as soon as possible at the first floor of the service station where there is a delivery station.

 

Eight major tasks put forward in the Suggestions will strengthen the rural postal system, optimize the construction of county-level facilities, facilitate the integrated development of passenger, freight and postal transport, promote industrial convergence, speed up the layout of rural cold chain logistics, and improve information sharing, enhance safe operation and other aspects.

 

Through resources sharing on meshed network, terminal services and transport capacity, Hunan will improve the end distribution system, optimize the cooperative development system, build a cold chain delivery system, and enrich service scenarios.

 

Postal enterprises are encouraged to innovate business modes in such aspects as channel operation and crowdsourcing sharing, expand supply chains, and achieve intelligent upgrades. Meanwhile, an integrated planning of rural logistics network will be promoted to realize unified distribution and storage.

 

The rural passenger transport stations and township transport service stations will be built and renovated according to local conditions. The “digital rural delivery action” will be vigorously carried out to promote precise transport and distribution.

 

At the same time, Hunan will develop logistics oriented for rural areas, agricultural industry and farmers, and improve the upper sale channels of agricultural products.

 

Focusing on accelerating the layout of rural cold chain logistics, Hunan will encourage social capitals including postal enterprises, express enterprises, supply and marketing cooperatives, and e-commerce businesses to build shared facilities of pre-cooling preservation, low-temperature sorting, cold storage, in an effort to support the construction of a number of agricultural cold chain logistics bases, regional cold chain distribution centers, as well as agricultural products cold storage and preservation facilities in villages and towns.
