There are 116 key projects in Zixing city, with an investment of 7.43 billion yuan from January to June, accounting for 61.42% of the annual planned investment. 

 

Among them, the neutral borosilicate medicinal glass project of Chenzhou Kibing Group, a provincial key project, has completed an investment of 325 million yuan, accounting for 65% of the annual plan. 

 

There are 17 municipal key projects, with an investment of 4.056 billion yuan, accounting for 73.95% of the annual plan. 

 

Three projects of Chenzhou Kibing’s photovoltaic module high permeability substrate material, the ultra-white quart sand mineral separation plant with an annual output of 580,000 tons of Chenzhou Kibing Photovoltaic Glass Company Zixing Branch, and the standard plant and supporting infrastructure project of Zixing Economic Development Zone were rated as Chenzhou’s “Red Flag” projects. And all key projects in Zixing have completed more than half of the annual plan. 

 

In the first six months of this year, the industrial parks achieved a total revenue of 27.6 billion yuan from technology, industry and trade, an increase of 20% year on year. The value-added industrial output grew 10.1%, ranking second among all parks in Chenzhou. 

 

The gathering rate of leading industries in the park reached 63.1%, 22 percentage points higher than that at the beginning of the year. 11 enterprises applied for high-tech enterprises, a record high. 

 

The park saw a good momentum in investment attraction. In the first half of the year, 26 new projects were signed, and the total attracted investment increased by 34.18% year on year. 

 

The disposal of land approved but not available for use ranked first in Chenzhou, and the disposal of inefficient (idle) land ranked second in Chenzhou, both of which achieved the annual goals ahead of schedule.

 

There are 23 urban quality improvement projects, with an annual investment plan of 1.427 billion yuan, and 70% of the annual plan was completed. 20 projects for urban-rural integration will be implemented, with an annual planned investment of 2.65 billion yuan, and 72.7% of the annual plan was completed. 

 

Among them, 11 projects were included in the assessment, with an annual planned investment of 1.92 billion yuan, and 1.5 billion yuan had been invested, overfulfilling the semi-annual tasks.

 

This year, Zixing has planted 237,300 (15,820 hectares) of grain, accounting for 58.6% of the total task, with a steady increase of the grain area. The total output value of agriculture, forestry, animal husbandry and fisheries has reached 3.47 billion yuan, accounting for 53.6% of the annual tasks. 

 

It focuses on rural construction. This year, 23 village plans have been completed, with a completion rate of 58.97%; 78,000 square meters of dilapidated houses have been dismantled, and toilet transformation have been completed for 520 households.  

 

In the first half of the year, the city’s foreign trade reached 875.97 million yuan, accounting for 56.6% of the annual plan, an increase of 42% year on year. The total retail sales of consumer goods was 3.033 billion yuan, an increase of 2.2% year on year, ranking first in all counties and urban areas of Chenzhou City. 

 

Three centralized investment promotion and signing activities were held, with a total of 39 projects worth about 40 billion yuan. There were 3,900 new market players, completing 86.5% of the annual task of Chenzhou. 

 

It ranked first in the comprehensive evaluation of the pilot area for sustainable development in Hunan province. 3 benchmark projects completed an investment of 310 million yuan, and 6 key projects completed an investment of 423 million yuan. 

 

28 small and medium-sized sci-tech enterprises, two Chenzhou municipal sci-tech innovation platforms, and two Chinese projects of sci-tech achievements and one Chinese base were built and completed in advance. 

 

The business environment has been optimized. A series of policies and measures were taken to help enterprises overcome difficulties. The mechanism of enterprise service specialists and project service specialists has been implemented, covering 443 municipal-level key enterprises and key projects in Zixing. 

 

The “combined” tax preferential policies were implemented, with a total tax reduction of 124.24 million yuan.
