Last October, Hunan launched pilots for the integrated development of passenger and cargo transport and postal delivery in rural areas in seven counties and county-level cities, including Youxian, Miluo, Linli, Anren, Zhongfang, Leiyang, and Taojiang.
The designated regions fully integrated their resources to explore a new mode of integrated development of passenger and cargo transport and postal delivery in rural areas, based on an in-depth combination of passenger and cargo transport, postal delivery, logistics, and e-commerce. The last-mile delivery of agricultural products to urban areas and industrial products to villages has been realized to promote rural revitalization.
Villager Zou Yanhong lives in a remote village and has suffered from high cost and low efficiency of rural delivery logistics. To solve this problem, last year, Taojiang County set up a passenger and cargo transport and postal delivery service center and 230 village-level service stations, relying on the rural stores, post stations, and village committee offices along the bus routes connecting rural and urban areas. Parcels are transported by buses to the service stations, which significantly lowers the delivery costs and shortens the delivery time by more than one day on average.
Moreover, the spaces on the buses are better used, which helps avoid transportation overcapacity and increases the revenue of bus operators. With such a service, the passenger transport businesses in Taojiang County can earn additional logistics revenue of over 100,000 yuan monthly.
Meanwhile, Taojiang’s speciality agricultural products are transported to outside regions by bus. Statistics show that, from January to August, the parcels delivered to the county's villages increased from 110,000 to 150,000, while those transported out of the regions increased from over 1,200 to more than 2,000.
The three-tier logistics system at village, township and county levels has been established in the seven designated counties and county-level cities. Passenger and cargo transport and postal delivery services are available in all administrative villages in these regions. They set a goal of cutting the rural logistics cost by more than 20%, and the overall completion rate has exceeded 90%.
