“As long as packages arrive in the county before 14:00 every day, we can ensure that they are delivered to their owners on the same day. Villagers’ agricultural products that are picked up on the day will be transported out of the county the next day,” said Xu Shaojun, chairman of Hunan Rencheng Supply Chain Management Co., Ltd.

 

“Passenger, freight, and mail service” is a new model that integrates advantageous resources such as rural passenger transport, urban and rural public transport, passenger stations, express delivery and logistics. 

 

Since 2022, Anren County has made efforts to smooth the three-level logistics system of counties, towns, and villages, and promote industrial products into villages and agricultural products into cities. The express delivery services have covered all 154 villages with the “Anren Model” for passenger, freight, and mail services.

 

With the comprehensive implementation of passenger, freight and mail services, Li Xiaoyu, a villager from Daqiao Village, has become busy. Since her home was designated as the comprehensive service point in the village, in addition to selling her own agricultural products, she helps villagers sell purple rice, red rice and other agricultural products, with about 800 orders per month.

 

She said, “In the past, we used to drive our own agricultural products to the county town. Now, agricultural products can be transported directly from the doorstep to various parts of the country through passenger, freight and mail services without any transportation expense.”

 

This year, Anren County Transportation Bureau has made great efforts to promote the integration of passenger, freight and mail. With the help of the distribution network of passenger, freight and mail, it has livestreamed for agricultural products at the terminal outlets of passenger, freight and mail. Through the promotion on Douyin, Toutiao and other self-media, local agricultural products like high-quality rice, traditional Chinese medicine, tea of Anren can be directly sold inside and outside the province. 

 

The county has created a direct sales and distribution model of “passenger, freight and mail plus farm and base plus online and offline e-commerce plus direct sales”.

 

With 154 village-level outlets in the county, the delivery efficiency has been improved by more than 30%.

 

Tang Leifang, manager of Hunan Rencheng Supply Chain Management Co., Ltd., said, “There are now more than 50 “passenger, freight, and mail” buses and trucks as well as more than 10 dedicated delivery vehicles in Anren, providing strong support for express delivery to villages and agricultural products out of villages.”

 

From January to May, 300,000 parcels of high-quality agricultural products were sent to all parts of the country in Anren County, with the number increasing to over 3,000 from less than 1,000 in the beginning per day. 

 

Starting from 2022, Anren County has been approved as one of the five demonstration counties for the integrated development of rural “passenger, freight, and mail” in the province. Anren County Transportation Bureau has been awarded as an advanced model for promoting the integrated development of passenger, freight and mail services in Chenzhou City in the first quarter of 2024.
