It was reported that an Economic Situation Analysis for third quarter of 2014 was held in Chenzhou city on Oct. 16, 2014, which was purposely to analyze the economic operation of third quarter and lay out the work for the fourth quarter. As stated on the conference, more attention should be paid on finding the weaknesses of work and keeping more confidence to seize the chance and ensure all work to be fulfilled on successfully. Xiang Lili- Secretary of Chenzhou Municipal Party Committee and Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the conference and delivered speeches there.

Though facing high downward pressure of macro economy and more challenges and difficulties, Chenzhou city still took active actions to keep stable increasing of economy in 2014. The increasing of key indexes were kept in the first phalanx of Hunan province, which helped to consolidate the sound progressing trend of economy, accelerate the transformation development, and expand the opening up. On the other hand, some problems as the higher downward pressure of economy, bigger gap of the increase of tax payment, more difficulties for adjustment of structure, weaker forces for investment and financing, and etc. were still hindered on the way of further development.

Xiang Lili stated that weaknesses should be specified and more confidence should be enhanced on the work. The weaknesses on the work can indicate the weaknesses of mental status, working style and capacity, especially on the weaknesses of confidence, power and willpower for some cadres. On this point, all cadres should keep unifying the awareness, freeing mind, having the courage to play, implementing relative work, gathering spirit, enhancing will power and being confident to fight for the fourth quarter. 

Xiang emphasized that the policy opportunities under new normal situation should be grasped and initiative development should be seized. Currently, the State’s economic development was under new normal situation with the features as follow: medium and high speed, optimized structure, new energy and more challenges. It mainly showed on central government’s great determination to keep the stable increasing, diversified measures handled on macro control, support of real economy and overall deepening reform. All the departments should well understand the policy opportunities under the new normal situation to transform the development models with careful studies, innovate more models to promote the work, and seize the initiative on new round of development by keep playing the advantages of market, society and reform.

Xiang emphasized that all departments should fight for the work of fourth quarter to ensure all work to be fulfilled successfully. In order to meet the demands to finish all targets preset in the beginning of the year and finish the project of “another three-year” successfully, powerful measures should be implemented on the work, especially following ten points: first- projects construction, “one-hundred-day campaign” should be kept to be handled by focusing on construction work, preparation work, planning, and optimization of environment; second- industrial enterprises, more supports should be placed on industrial enterprises with differentiate supporting measures to accelerate industrial transformation; third- consumption demand, more efforts should be tried on the development of leisure tourism, real estate industry, professional markets, and convention and exhibition economy; forth- deepening reform, the energy of market, urban and rural areas should be activated furthest; fifth- undertaking industrial transfer, more efforts should paid on docking with the state-owned enterprises, accelerating the platform construction for opening up and attracting more investments; sixth- well-being support, problems hindered on the way of further improvement of “100 well-being projects” should be solved to ensure all projects to be fulfilled on time; seventh- safety and stability maintenance, supervision, checking and special actions for safety production should be carried out to avoid the serious accidents; eighth- scheduling, better scheduling for the economic operation should be enhanced to promote the implementation of relative work; ninth- rectification, educational practices should be well rectified and implemented to grant the reform and development with more positive energies; and tenth- accountability, enhanced supervision work should be handled on projects construction, investment attraction, management of tax payment, and etc. to ensure all policies to be carried out well.

Qu Hai stated that all departments should analyze current economic situation objectively. Balance attention should be paid on achievements and risks, gaps and confidence, challenges and opportunities.

Qu also pointed out that all departments should try best to fight for fulfilling the annual targets and should follow Hunan provincial government and Chenzhou municipal government’s arrangement to take active actions to carry out relative work; should pay more attention on projects construction and promote more effective investments; should work together to solve the enterprises’ problems and place more supports on them; should try best to activate the potentialities of the market and expand the consumers’ demands; should try more efforts on promotion of reform and opening up to upgrade the development energies; should try best to improve the well-being condition and grant people with stable and harmonious environment; and should figure out planning ahead of the time to create the first mover advantages and seize the initiative of work and development.

A notification for the fulfillment of targets from January to September listed in 2014 working report of Chenzhou Municipal Government was released on the conference as well.

Some municipal leaders of Chenzhou city and principals of 11 counties and districts of Chenzhou City attended the conference.
