It was learned from Chenzhou Development & Reform Commission that in recent 4 years reform of the economic system was considered as a breakthrough to drive the reform of other fields and activate the vitality of economic and social development, so Chenzhou city promoted 82 reforms of economic fields on both breadth and depth. It helped to lay sound foundation on keeping first phalanx of Hunan province on economic and social development.

In recent years, Chenzhou kept trying first to gain significant breakthroughs of reforms on main fields and key points. Chenzhou firstly carried out an activity named “year of reform” in Hunan province from 2011-2013. 49 reforms and innovations concerned for 8 fields as public administration, income distribution & social security, factor market, tax & finance and investment & financing, economic administration, social field, urban and rural mechanism, and foreign-related business were comprehensively promoted by Chenzhou city. Chenzhou was recommended by Hunan Provincial Development and Reform Commission as a typical case to be popularized in Hunan province. It won the honor title of “2013 top ten units of reform case”which was selected out by China Economic Mechanism Reform Press. In 2014, “implementation comments on reform of Chenzhou economic mechanism (2014-2020)” was released by Chenzhou city. Followed by the comments, a mechanism of “monthly scheduling, quarterly declaration, and annually assessment” was carried out for the reform of Chenzhou economic mechanism, which ensured the sound and orderly promotion of the main reforms.

In order to motivate the vitality of investment and projects construction, 21 approval authorities were canceled by Chenzhou city and 6 approval authorities were transferred to county and district governments. The monitoring work concerned for things before-and-after of the government investment projects were enhanced, and inspectorate modes and methods on key projects were explored as well. From 2011-2014, 65 special inspectorates were carried out by Chenzhou, which helped to find 215 problems. Along with the settlement of the problems, the increasing rate of total fixed asset investment of Chenzhou city ranked the second place of Hunan province, while the total volume ranked the third place. At the meantime, Chenzhou city launched the compiling work of polices on introducing private investments into public fields. From 2012-2014, 30.52billion yuan private investments finished in Chenzhou city, accounting for 69% of the total amount of Chenzhou city investments.

Concerned for the public administration reform, “two concentrates and two places” were almost finished. All 57 units which are with the administration approval authorities set service window on government affairs center, which helped save 50% approval time. Over 70% approval items concerned for the projects construction and undertaking industrial transfer were reduced. 92 municipal level administration approval items were merged, canceled or transferred to lower level departments, which were with a decreasing rate of 57.4% and helped to save 65.6% time. The reform of commercial registration system was kept the leading place of Hunan province. The publicity platform and sharing & monitoring platform of Chenzhou commercial registration information were placed to operation officially. On December 1, 2014, “three in one”reform was started to be promoted in Chenzhou city. 7,081 newly registered enterprises were available in Chenzhou city with an increasing rate of 101.67%. The total registered capitals were amounted to 28.784billion yuan which was 139.2% more than last year.

Along with the deepening reform of tax & financial system, the financial leverage kept playing its role well. Concerned for the reform of budget system, the reporting range of performance target of special capitals of municipal level departments was expanded from 1million yuan to 0.5million yuan; monitoring pilot of performance was carried out firstly in Hunan province; performance evaluation work of 13 key projects as guiding capitals of municipal tourism industry was finished; competitive distribution mechanism for municipal level special capitals was explored and figured out; municipal level“three public expenses” were with a decrease of 34.16%; and budgets and “three public expenses” of all 217 subordinate budget departments except the secret-associated departments were opened to the public. The range for the replacement of business tax by added value tax was keeping expanded and the extending coverage reform of ad valorem for the resource tax was being promoted smoothly that reform on graphite and lead & zinc resources have almost been finished.

In order to upgrade the efficiency of resource allocation, Chenzhou city enhanced the reform and construction of marketing system. Concerned for the reform of state-owned enterprises, Chenzhou city focused on solving the problems left on last round of reform that the classified regulation of municipal state-owned capitals were fully covered. From 2011-2014, 2.23billion yuan and 930million yuan were increased on the total capitals and net capitals of the enterprises monitored by Chenzhou Municipal State-owned Capitals Commission. Chenzhou city carried out the reform of public resource transaction firstly in Hunan province in 2012 and the public resource transaction centers were established in the counties and districts of Chenzhou city. From 2013-2014, 2,327 public resource transactions with 20.035billion yuan were handled out by Chenzhou municipal level public resources. The reform of resource products pricing was being promoted fluently that the 5 classifications on electricity, water and water supply price were reduced to 3 categories, electricity price of 842 small hydropower stations and some counties and districts were adjusted and implemented same electricity price level of small hydropower stations gradually.

Concerned for the construction of opening up economy, the reform of allocation system of industrial parks income was firstly promoted in Chenzhou city to improve the adjustment and expansion of industrial parks. Now there are 14 Hunan provincial industrial parks available in Chenzhou city, ranking the first place of Hunan province. It reached the target of “one county, one industrial park”firstly in Hunan province and the planning areas were expanded to 167square meters from 47square meters set in 2009. Chenzhou High-tech Industrial Park was approved as national high-tech industrial park successfully. At the meantime, Chenzhou city placed great efforts on promoting the reform of “custom clearance modes” of dependency declaration and popularized the paperless custom clearance reform. Chenzhou railway port was officially placed to operation. Along with the approval of public bonded warehouse of Huaishuxia railway yard. Chenzhou city was successfully covered into the pilot of Guangdong-HK cross-border express custom clearance. The business concerned for “five-scheduled train” from Chenzhou to Huangpu of Guangzhou was placed to trial operation. Chenzhou Inland Port of Guangzhou Port was inaugurated and placed to operation as well. The experimental site of Hunan-Guangdong cooperation was promoted rapidly. The great-cross town cluster was being implemented well.

Concerned for the reform of well-being and social undertaking, Chenzhou city carried out identity authentication + face recognition system of pension firstly nationwide; perfected the bottoming security system of migrant workers salary in dependency governments; and reached the rate of 97.7% on collective negotiation of enterprises’ salary. Social medical issues were actively promoted in Chenzhou city as well that the approval procedures were simplified. Till the end of 2014, 50 social invested hospitals were established in Chenzhou city. Pharmaceuticals, instruments, consumables and monitoring of county (district) and above level public medical institutions were covered into the provincial online public bidding of pharmaceuticals purchase with a coverage rate of 100%. The critical illness insurance of urban and rural residents was popularized in Hunan province as a typical case. Chenzhou city launched the pilot work of critical illness insurance of urban and rural residents in 2013.

Concerned for the reform of ecological environment system, the key reforms on 7 fields as resource saving, environmental protection, land regulation, and etc. of Chenzigui “two-oriented society” demonstration belt was being promoted forcefully; the establishment of Hunan provincial demonstration city of circular economy was being promoted well; the mechanism and system of energy conservation and emission reduction were being perfected that Chenzhou Emission Permits Exchange was established there and energy consumption per GDP was decreased 23.31% from 2011-2014. The pilot and demonstration of national main function area was being promoted actively that Linwu, Rucheng, Jiahe, Guidong and Yizhang county were covered into the pilot of national Nanling mountain forest and biodiversity ecological function area.
