Guiyang: Enhancing Administration of Financial Budget in Town and Villages

It was learned from some relative departments of Guiyang county that it would follow the principals of invariant of six rights- "administration of towns and villages' financial budget", "ownership of capitals", "checking and approval of capitals", "utilization of capitals", "debtor-creditor relationship" and "administration of towns and villages' finance" and "five- unified"- unified accounting, unified setting of accounts, unified issuing of salary, unified purchasing, and unified management of bills to enhance the administration of financial budget in towns and villages.

 

Based on basic expenditures and projects expenditures, Guiyang county submitted the budgets respectively and all the incomes and expenditures were covered into the budget range to handle the comprehensive financial budget administration. It strengthen the construction of "elaboration of basic data, standardization of basic expenditure, scientific formation of projects, and transparency of supervision" to upgrade the utilization effects of financial capitals. According to two categories of basic expenditures and projects expenditures, it approved basic expenditures on the basis of fixed standards and approved the projects expenditures on the basis of financial capacity and emergency condition of the projects. All projects were checked and approved from the very first step to clear the balance of finance. At the meantime, it highlighted the key points for the utilization of capitals, support and improvement of well-being condition, and promotion of coordinate development of regional economy and society based on the sequence of salary, operation and development. It urged the towns and villages (sub districts) to figure out the plans for paying the debts. The paid-off debts for every year should be no less than 10% of the total debts until all debts are settled.

 

Guiyang county also strengthen the organization capacity to collect more capitals, control the ordinary expenditures, and decrease 10% public funds from the units and departments, which were purposely to save for the improvement of well-being condition. It followed the practical financial condition to arrange the financial expenditures. All the expenditures were followed specified budget plans that no random financial expenditures available. The assessment and administration of budget were enhanced as well to set an administration mechanism with the combination of allocation of financial capitals and assessment. The range of behaviors were specified strictly that the behaviors on expanding the range of expenditures, increasing the standards of expenditures, changing the utilization of capitals, providing fake financial information, handling inactive supervision work, and etc. would be handled to strict accountability processes.
