It was reported that a scheduling conference for transportation construction was held on Oct. 21, 2014 in Chenzhou city. Xiang Lili- Secretary of Chenzhou Municipal Party Committee stated that all departments should try their best to ensure the transportation construction to be fulfilled successfully and seize some new chances for a new turn of the transportation construction. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City hosted the conference.

After visiting the construction sites of X091, S213 and other projects, some comments were listed for the promotion of transportation construction work handled out in Chenzhou city. Till the day of Oct. 20, 2014, 6.075billion yuan investment has been finished on the transportation work, which was much lower than last year. The key problems hindered on the way for the promotion of transportation construction were weaker construction atmosphere in some counties, poorer promotion for the continuous projects, lower speed of settlement of procedures, big financing gap, poor promotion of the removal of houses and rod lines, and etc.

Xiang stated that all departments should try their best to ensure the transportation construction work to be fulfilled successfully. Though great achievements were gained for the construction work, it was still far behind the annual targets and the final targets set for three-year transportation construction project. All departments should overcome the passive moods and keep high passion to fight for the construction work. Better organization and management work should be carried out to settle the preliminary procedure work, collect more capitals and optimize the construction environment.

Xiang stated that more plans should be figured out to seize more chances for the new turn of transportation construction. Compared with the advanced areas, Chenzhou city should do more work. All departments should keep freeing mind to take active actions to increase the confidence, deepen the reform and obtain more favorable national policies; should keep placing transportation construction work as the most important work to upgrade Chenzhou city’s advantages along with the promotion of construction; and should keep perfecting the road network with the key point of highway, highlight the development of rural transportation, promote the tourism transportation, and enhance the management and protection work of roads, especially the governance of overloading.

Xiang pointed that strict accountability system should be carried out to ensure all targets to be fulfilled well. Specified responsibility layout, coordination work, supervision work, reward and punishment work, propaganda work, and etc should be well handled accordingly.

Qu Hai stated that all departments should unify the awareness to promote the transportation construction and fight for fulfilling all the targets; should carry out more powerful measures to accelerate the preliminary work of all projects and solve the narrow-neck problem, accelerate the removal of rod lines, optimize the construction environment, and carry out more scientific scheduling work; should obtain more chances on the basis of fulfilling the earlier stage’s construction work and promote Chenzhou city’s further development by speeding up the transportation construction and construction of three-dimensional transportation system.
