It was reported that the on-site conference for promotion of construction of new urbanization & ecological town was held in Anren county of Chenzhou city from November 18 to 19, 2014. As presented on the conference, strategies and reforms should be carried out on the promotion of new urbanization. It was purposely to handle Chenzhou city’s new urbanization to be more characteristic, with higher level and more sustainable. Xiang Lili- Secretary of Chenzhou Municipal Party Committee delivered an important speech on the conference. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City presented the working layout there.

In the afternoon of November 18, the attendants visited the construction site of Anren county’s new urbanization. Though Anren county’s foundation of urbanization was poor, it was promoted rapidly in recent years with its unique features, which created a natural ecology with Anren features and helped to enrich the connotation of local urbanization.

In recent years, focused on the strategic target of “establishing international modern and open city”, Chenzhou Municipal Party Committee and Chenzhou Government kept the concept of overall development of urban and rural areas, the core of expansion and upgrading of central urban area and main form of town cluster to perfect the city’s planning system, coordinate the promotion of infrastructure construction of urban and rural areas, and accelerate the development of characteristic town cluster. All those measures spurred the construction of towns into a period with great investment, fast speed and great improvement. From 2010-2013, Chenzhou city’s urbanization rate was increased from 41.7% to 47% with an annual average increasing rate of 1.7%.

Xiang Lili stated that correct evaluation and affirmation should be placed for the urbanization methods carried out by Chenzhou city. In recent years, Chenzhou city took active actions to explore the measures of urbanization, achieved great success stage by stage, and created Chenzhou feature and Chenzhou model of new urbanization. It was mainly reflected on highlighting the key concept of overall development of urban and rural areas, highlighting the main form of town cluster, highlighting the basic method of processing orderly, highlighting the key principal of protection of natural ecology and highlighting the foundation of integration of industry and city. All the departments should well seize the chance of urbanization and keep exploring correct methods to combine urbanization with stable increase, promotion of reform, adjustment of structure, transformation of mode, and improvement of well-being condition. It was purposely to promote Chenzhou city to be improved rapidly and soundly along with the promotion of new urbanization.

Xiang Lili stated that new urbanization should be promoted to be more characteristic, with higher level and more sustainable. As stated by Xiang, characteristic was the life of urbanization. In order to highlight the characteristic of Chenzhou city’s urbanization, better planning, organized promotion, and highlighting of culture and ecology should be handled on the process. In order to upgrade the level of urbanization, urbanization should be promoted together with the governance of villages, regulation of rural housing and upgrading of management. In order to reach the sustainable development, industries, gathering of people, public service and infrastructure were necessary factors to develop the urban and rural areas to be livable new urban and rural areas.

Xiang emphasized that the reform spirits, ideas and measures should be applied on the promotion of new urbanization. Freeing of mind should be deepened to seize the trend, dare to play and be willing to surrender part of the profits, which was purposely to form the unified idea. Innovative mechanisms should be figured out to solve the problems of capitals, lands, projects, talents, and financing and further simplified administrative procedures should be carried out to straighten out the urban management system. The resources should be integrated to well play the roles of government, market, and society, well activate the masses positivity and creativity and promote the optimized configuration of resources.

Qu Hai stated that overall development of urban and rural planning and construction should be handled out with the concept of all rating and integration of urban and rural areas. The system of integration of urban and rural areas should be perfected, the infrastructure construction should be promoted simultaneously and the public service should be shared in urban and rural areas. The four modernizations should be promoted simultaneously as well to support the dislocation development of towns with special industries. New industrialization, urbanization, informatization and agricultural modernization should be promoted together to form and urban development pattern with specified division of labor, unique feature, and complementary advantages. Ecology should be placed in the priority place to build the people-oriented beautiful and livable towns. Greening work, ecological environment protection, ecological comprehensive treatment, and protection of historic heritages should be well handled on the process. Reform and innovation should be deepened to solve the problems hindered on the way of new urbanization with new mechanisms. More methods of collection of construction funds should be figured out to solve the problem of money. Transformation of farmers to urban residents should be proceeded step by step to solve the problem of people. Scientific layout for saving of lands should be carried out to solve the problem of utilization of lands. Innovative ideas should be handled out to enhance the service to solve the problem of management of towns.

Some municipal leaders of Chenzhou city, chief leaders of the counties and districts of Chenzhou city and principals of sub-ordinate departments of Chenzhou city attended the conference.
