Currently, the couple- Li Caijia and Liao Weilan who are from Xinwu 1st group of Lijiawan village, Zixing city were working hard on the 100mu transferred lands. They got 80,000yuan loans by rural housing property mortgage to handle the agricultural development. It was first case of rural housing property mortgage loan handled out by Zixing city on carrying out the pilot reform of rural property right system.
Because of lack of rural per capita cultivated land, low output of land, and poor economic performance, most of the villagers went to work in the cities and some of the lands were left behind and wasted. Some villagers who stayed in the villages wanted to contract more lands but were suffered with lacking of capitals. From the end of 2013, Zixing city launched the pilot reform of rural property right system and issued 9 implementation solutions as “work program of Zixing city’s pilot reform of rural property right system”, “regulations (trial implementation) on Zixing city’s housing mortgage loan of rural collective land”, and etc. Lanshi town and some other counties were the first batch to handle the comprehensive pilot reform of rural property right system. It accelerated the property transfer transaction and construction of mortgage financing platform by handling the right registration on the usage right of rural collective construction land, contractual right of land, house site and housing property, which helped to promote the transaction and transfer of rural land assets and improve the development of agricultural industry.
In earlier days, it was hard for the farmers to get loans from the banks. Besides lots of procedures, long approval period and small loan amount, guarantee was also required. Farmers housing was impossible to get the mortgage loan. But by handling the pilot reform and right registration, the property right of rural housing was separated from rural collective land ownership. With this “property ownership certificate”, the farmers’ houses were with the mortgage as the urban residents’ houses and were capable to submit the mortgage application to the banks. Li Caijia- one of the villagers of Lanshi town became the first one who obtained the mortgage loan by rural house property when Zixing city handled the pilot reform of rural property right system. Li got 80,000yuan loans from Zixing Lanshi Rural Credit Cooperatives with the house property and then transferred 100 lands from local land professional cooperatives. At the beginning, Li planted 20mu polygonatum odoratum, and planned to plant fresh ginger and root of radix puerrariae in the rest 80mu lands. Farmers who were like Li Caijia were prospective to get more capitals to transfer more lands and improve their businesses to be large-scale, industrialization and professionalization.
