It was learned from Chenzhou Economic and Information Committee that in order to adapt to the New Normal of economy, lead the New Normal of economy, keep the first driving force place of new industrialization, and forge the upgraded version of Chenzhou city’s economy, Chenzhou city would keep carry out “great battles” for industrial projects and released “implementation solution for 2015 industrial projects construction battle”.

As stated on the “implementation solution”, the mechanism of municipal leaders’ connection with key projects would be kept to be carried out in 2015. The planned investment of 44.6billion yuan would be placed on 63 key industrial projects which were with annual investment of over 100million yuan. 11billion yuan of the total planned investment should be finished in 2015. 30 new projects should be started in 2015 and the rate for completion projects should be over 40%. Yintaixin new energy auto, Jingui silver city, removal and technical innovation of Chenzhou Cigarette Plant and some other key projects should be followed up well. The follow up work on the preliminary work of 7 key projects as removal and technical innovation of Bada Glass Factory, technical innovation of fuel gas of China Source A Plant, and etc. should be kept to be carried out.

In 2015, Chenzhou Municipal Party Committee and Chenzhou Government placed much more attention on the starting work of series key projects, especially for the approved and started projects. Key attention should be placed on the industrial projects and real economy and the projects construction should be promoted via “two keeps”. Investment attraction and strategic cooperation should be kept and enhanced to attract more investment, technologies, management, and talents. Investment attraction work should be carried out by centering with non-ferrous metals processing, advanced equipment manufacturing, high-end and new electronic information, gem industry, and etc. The environment should be kept being optimized along with the improvement of hardware. The procedures as project planning, land, environmental assessment, lands requisition and demolishing, and etc. should be settled more rapidly. Some illegal behaviors which badly affected the operation of enterprises should be fought by law. All of those were purposely to promote the projects to be settled down sooner and operated with good effects.

It was learned that “great battle” for Chenzhou city’s industrial projects were being promoted hotly and its industrial investment was being improved soundly. Till the end of this February,334 industrial fixed assets investment projects were launched in Chenzhou city, and total investments of fixed assets were amounted to 4.76billion yuan with an increase of 6.2%. 203 industrial technical innovation projects were carried out there, and the total investment was amounted to 2.75billion yuan, up 32.2%. The second phase of Huaneng Hankou wind power station of Guidong county was finished with 100million yuan investment, Yintai new energy auto industrial park was finished with 46million yuan, and removal and technical innovation of Chenzhou Cigarette Plant was finished with 40million yuan, which were amounted to a rate of 20%, 15.3% and 13.3% respectively.
