Liang Qingkai- President of China Development Bank Hunan Branch led a team to investigate Chenzhou city and held symposium on the cooperation of loans for reconstruction of shanty areas, market oriented development of Chenzhou Municipal China Development Company, Chenzhou city’s construction of water conservancy construction, “two supplies, two treatments”(water supply, gas supply, sewage treatment, and household refuse treatment) and new urbanization, and etc. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City attended the symposium.

A strategic partnership was established between Chenzhou city and China Development Bank in 2001, which formed a new model of bank-government-enterprise development finance. China Development Bank placed investments on education, transportation construction, government-subsidized housing, treatment of Xiangjiang river, and many other fields. Till now, 32.7billion yuan loans have been granted to Chenzhou city, while the loan balance is about 17.5billion yuan. At the meantime, China Development Bank took the best advantages of finance innovation and established Tangwei Regional Development Company by working together with Hunan Kaiyuan Funds of China Development Bank and Chenzhou Urban Investment Group, which helped to create a new regional financing model of Chenzhou city.

Liang Qingkai stated that followed Chenzhou Municipal Party Committee and Chenzhou Government’s strategic allocations on great upgrading of industry, transportation, city and well-being, China Development Bank Hunan branch would place more supports on Chenzhou city’s construction of “great cross” town cluster, Chenzigui “two-oriented society” demonstration belt, national demonstration area of south Hunan undertaking industrial transfer, comprehensive treatment of Xiangjiang river, reconstruction of urban city and mining shanty area, overall development of urban and rural areas, ecological civilization construction, and etc.

Qu expressed his warmly greeting to the investigation team and appreciated the great supports placed by China Development Bank Hunan branch on improving Chenzhou city’s economic and social development. Qu said, Chenzhou city was kept a sound economic and social development trend in recent years and its urban and rural images were changed greatly, especially for the construction of Chenzigui and Chenyongyi “great cross” town cluster which forcefully promoted the new urbanization and integration of urban and rural area. All those achievements were inseparable from the great supports provided by China Development Bank especially supports on county economy. Currently, Chenzhou city’s new urbanization was being accelerated, transportation, urban, water conservancy and other infrastructures’ construction were being promoted forcefully, “100 well-being projects” were kept being promoted, and health service industry was with great expectation, all of which granted a wide cooperation space for Chenzhou city and China Development Bank. Qu hoped that Chenzhou city’s economy and society can be improved better with the help of China Development Bank. Chenzhou city would handle better service work to create sound financial ecological condition to the bank and help to improve the bank.
