It was learned from the conference of Chenzhou Municipal Party Committee Standing Committee that the “4-year action plan”(2015-2018) for industrial transformation and upgrading, development of service industry, investment attraction, and key projects construction was principally past, which indicated that Chenzhou city would follow this “4-year action plan”to accelerate its economic and social transformation development.

Concerned for the industrial transformation and upgrading, Chenzhou city would combine its practical condition to take the best advantages of its location and resources; promote its industries to be high-end, intelligent, and green based on the foundation of industries and resources condition; and establish modern industrial system with the features of “reasonable structure, distinct characteristic, green and low-carbon, and strong core competitiveness”. It also stated the general targets on 5 aspects as upgrading scale and benefit simultaneously, optimizing the industrial structure, improving innovation capacity, upgrading the industrial layout, and enhancing the industrial competitiveness.

Concerned for the development of service industry, 7 major development areas as cultural tourism industry, modern logistics, health and fitness, boutique exhibition, e-commerce and information consumption, modern financial, and real estate were confirmed on the “action plan” . It was purposely to increase the proportion of service industry in the economy and promote the integrated development of modern service industry and modern industrialization, modern urbanization, agricultural modernization and informatization.

In following 4 years, the investment attraction of Chenzhou city would highlight on following 5 key points: highlighting the investment attraction on upgrading traditional industries; highlighting the investment attraction of strategic emerging industry; highlighting the investment attraction of modern service industry, especially for the six business types; highlighting the investment attraction of consumption and social industry; and highlighting the investment attraction of modern agriculture. It would well play the main body role of market and play the role of government and intermediary organization; would pay more attention on the combination of attraction of investment, technology, talent and management to reach the fundamental breakthrough of amount and quality. It would try best to reach the target of “improving industry, developing entity, upgrading quality and increasing profit”.

Concerned for the key projects construction, Chenzhou city would select series infrastructure, industrial construction, well-being and social development projects which meet the national industrial development policies to be key projects every year, and would place more attention to promote the projects which helped to increase the tax payment. It would highlight the industrial projects construction, infrastructure and well-being projects construction, key areas projects construction, and major projects construction, and would highlight the investment benefits and preliminary work of projects as well.
