Hunan province issued “some measures for further support on construction of Demonstration Area of South Hunan Undertaking Industrial Transfer” on Sept.9, 2015, which includes 18 measures on 8 aspects as funds, land, environmental protection, finance, and etc. to promote further improvement of its construction. In earlier time, “34 rules”for the first try of south Hunan , some comments on the promotion of construction of Demonstration Area of South Hunan Undertaking Industrial Transfer ( new “45 rules”), and some more favorable policies were issued to the demonstration area.

The 18 measures are mainly for solving some constraints and narrow-neck problems of the demonstration areas, concerning for land, streamline administration and institute decentralization, environmental protection, construction of one-stop custom clearance platform, and etc., all of which would provide more convenient condition for the investment of enterprises.

Concerned for the supports of funds and project, more attention would be placed on the promotion of industrial estate and construction of “135”projects of innovation entrepreneurship park, and the construction of standard workshops of the demonstration area. It also specified on the policies that it would support the construction of strategic system of “five-one” of Chenzhou non-ferrous metal industry ( one price index, one national quality test center, one exchange platform, one display platform, one batch of brand enterprises) to promote Chenzhou non-ferrous metal industry to be a major industrial cluster of Hunan province.

Concerned for the construction of transportation planning of the demonstration area, more attention would be placed on the connection with other provinces to reach the inter-provincial connection; more efforts would be tried on promoting Xing-Yong-Chen-Gan railway to be enrolled into national “13th five-year plan”; more attention would be placed on the construction of traffic integration of three cities of south Hunan (Hengyang, Chenzhou and Yongzhou city), on the promotion of construction of some expressways, and on the investment attraction of social capitals.

It was learned that it planned to forge “three poles and four belts”industrial layout in Demonstration Area of South Hunan Industrial Transfer till 2020: three poles of Hengyang, Chenzhou and Yongzhou and four “井 ( Jing)” shaped undertaking industrial transfer belts with the principal axis Jinggang’ao expressway, Jingguang railway and Wuguang passenger line, Erguang expressway and Luozhan railway, Quannan expressway and Xianggui railway, and Xiarong expressway and Tainan expressway.

Furthermore, the 3rd South Hunan Industrial Transfer Trade Fair which is with the theme of “green undertaking, concentrated development” would be held in Chenzhou city from Sept. 24-26, 2015. The fourth batch of major projects of the demonstration area would be launched on the fair, which would be helpful to promote the demonstration area to seize the chances of “one belt, one road” strategy, development and opening up of Yangtze River Economic Zone, recapitalization of international capitals, industrial transfer of international areas and coastal regions, and etc.; to enhance the comprehensive connection between south Hunan area and domestic and foreign markets and industries; to accelerate the speed of copying and promoting of first try policies of Shanghai Free Trade Zone and Qianhai Cooperation Zone; and to promote the new striding development of the demonstration area.
