Focusing on the difficulties faced by enterprises and the high thresholds, Guiyang County has opened a “dedicated channel for enterprises” to improve the efficiency of real estate registration, specifically addressing the difficulties and bottlenecks encountered by enterprises in handling real estate certificates. It has adopted the “one enterprise, one policy” measure dispatched by the “first hand” to optimize processes.

 

 

Since the beginning of this year, the dedicated channel has addressed more than twenty issues for enterprises, with over 100 related business matters completed within the specified time frame. The “first hand” has handled 30 matters, while also optimizing internal acceptance and approval processes, sharing materials among departments to avoid duplication by enterprises, and reducing the processing time from 30 working days to 3 working days.

 

Hunan Baidejin Metal Smelting Company, located in Guiyang High-tech Zone, is a company engaged in the repurchase and precision processing of precious metals such as gold, silver, platinum and palladium. In early 2022, the company contacted the Investment Promotion Group of Guiyang County. Following several rounds of communication, the company was impressed by Guiyang’s investment promotion policies and excellent business environment, which paved the way for a fruitful cooperation between the two. In February 2022, the project was officially launched, and it was completed within the year.

 

 

At present, the project’s equipment has been fully installed, and workers are conducting trial runs and debugging of the smelting equipment. Upon reaching full production, the project is expected to create over 100 job opportunities, generate an output value of 6 billion yuan and contribute 0.6 billion yuan in tax revenue.

 

The smooth and orderly progress of this project highlights Guiyang County’s unwavering commitment to optimizing the business environment. By providing dedicated and attentive services, the county is striving to remove obstacles, bottlenecks and pain points that enterprises encounter in their development and project promotion processes.

 

 

This year, Guiyang has been addressing the shortfalls in the governmental environment, market environment, and legal environment for market entities, and pushing forward with policies, measures, and checklists to optimize the business environment. As of the end of April, 20 new projects had been signed, 20 new industrial projects started, 2 infrastructure projects completed, and 7 production projects finished in Guiyang High-tech Zone, achieving a total income of 6.904 billion yuan in technology, industry and trade in the first quarter of 2023, an increase of 30.64% year-on-year.
