Chenzhou’s efforts to optimize business environment

Recently, the Development and Reform Commission of Hunan Province announced excellent regions for business environment in Hunan in 2024. Chenzhou City and its 8 counties and districts, and 7 industrial parks made the list, with the largest number of commendations. The impressive performance is attributed to Chenzhou’s efforts to optimize the business environment and stimulate market vitality.

 

Chenzhou City has made concerted efforts to optimize its business environment to help enterprises reduce costs and increase efficiency, alleviate difficulties, and provide full lifecycle services. It has continuously enhanced the reputation of the business environment brand “without worries in Chenzhou”.
 
Chenzhou has issued documents such as “Several Measures for Optimizing the Business Environment to Reduce Cost in Chenzhou City”, with multiple units and departments working together to efficiently alleviate difficulties.
 
In the past year, the practices like the work method to create a fair competition environment and “No Disturbance Day to Enterprises” have been promoted by the national and provincial governments. Chenzhou City has been listed by the provincial government as an excellent city for the implementation of major initiatives in 2024.
 
All regions across Chenzhou City have worked together to create a “highland” of business environment.
 
Beihu District has launched the “comprehensive service” reform for grassroots government affairs, with 5 service outlets in the central urban areas set up to enhance the new experience of grassroots services. 
 
The construction of comprehensive window services and the implementation of certificate reduction and exemption in Beihu District have been included among typical experience cases for optimizing government services in Hunan in 2024, which will be promoted throughout the province.
 
The first “water intake loan” financing model in Hunan has been implemented in Suxian District. Four loans totaling 25.6 million yuan have been granted, with the largest one reaching 20 million yuan. It provides a “Suxian model” for small hydropower enterprises in various regions to solve financing problems, which has been recognized by the Ministry of Water Resources.
 
Guiyang County has innovated the service model, with 39 functional departments as member units, placing supervision at the forefront to enable early discovery and resolution of problems. Over the past year, 453 companies have been visited, and 471 appeals or complaints have been received on the platform. Issues have been solved for enterprises, such as construction delays at Huafeng Concrete Company and road repairs at the Wind Power Project in Tangshi Town, with a processing rate of 96.8%.
 
Industrial manufacturing enterprises above designated size have been selected randomly in Yizhang County for a survey on improving the business environment. Six aspects have been investigated, including policy implementation and enterprise related services, with pain points, difficulties, and blockages that hinder the development of enterprises and the handling of public affairs collected, and then rectified.
 
Yongxing County has introduced a method for registering industrial buildings in industrial parks by dividing them into buildings, floors, and rooms to effectively solve the problem of real estate transfer registration for enterprise factories, which can only be processed through land division. This meets the personalized needs of enterprises. 42 buildings have been registered for 8 enterprises, including Yungu, Yonghe, and Jinrun, with a financing amount of 45.59 million yuan.
 
Anren County has conducted supervision experience activities in Anren Xinliang Grain and Oil Development Co., Ltd. and Anren Shengsheng Rice Industry Co., Ltd., and provided feedback on enterprise demands and problem lists.
 
The full process, involving license applying, seal making, tax and social insurance registration, bank account opening, and other financial services, can be done online in one day in Rucheng County. A series of measures to achieve “zero cost” for enterprise establishment has been consolidated, like reducing projects, documents, and time as well as promoting zero distance, meeting, payment, negative evaluation services.
 
Industrial parks make efforts to build a fertile ground for industrial development.
 
The Chenzhou Area of China (Hunan) Pilot Free Trade Zone and Chenzhou High-tech Zone have promoted the relatively centralized approval reform, with 24,537 cases handled, reducing the average approval time by more than 30%. The “one-stop” comprehensive service area has been established for enterprises. The reform and innovation case has been included among the “2023-2024 Compilation of Important Institutional Innovation Case Achievements” of the China Pilot Free Trade Zone Innovation Alliance. The “Cross-border Service” model for Chenzhou-Hong Kong- Macao government affairs has been launched for the first time.
 
Chenzhou Economic Development Zone has improved services to help enterprises solve difficult problems during their development, such as funding, technology, and marketing, simplified the approval process to shorten the time for starting a business to 0.5 working days, expanded 5.02 square kilometers of development land, and eliminated “zombie” enterprises to activate idle asset resources.
 
Suxian Industrial Development Zone has formulated 15 measures to improve the business environment of the park, established institutional measures such as the “first- inquiry responsibility system and time-limited completion system” to ensure efficient and high-quality implementation of enterprise services, and promoted the classification management of “one policy for one enterprise”, effectively strengthening daily supervision of enterprises and improving enterprise service efficiency.
 
In Yongxing Economic Development Zone, service specialists sort out issues related to procedures, construction environment, investment and financing, energy use, labor, land use, and water use every two weeks for key projects, and submit them to leaders for timely resolution. Besides, a registration system of industrial factories by dividing them into buildings has been launched in the park, ensuring that construction projects are certified upon acceptance.
 
Rucheng Economic Development Zone has signed a strategic cooperation agreement with Central South University and Sun Yat-sen University, and organized relevant experts to observe the technological bottlenecks and needs of enterprises on the site. The National Technology Transfer (Rucheng) Center of Central South University, the Changsha (Rucheng) Enclave Incubator, and the Rucheng Branch of the Guangdong- Hong Kong-Macao Applied Mathematics Center have been established to strengthen the high-tech transformation of enterprises and enhance their market competitiveness.
 
With the improvement of the government center in Anren Industrial Development Zone, more than 400 items have been handled this year, and the completion speed has increased by more than 50%, with the completion rate and punctuality rate both reaching 100%.
 
Guidong Industrial Development Zone has assisted 10 dishonest enterprises in completing credit repair and helped over 20% of enterprises in the zone obtain financing loans through financing platforms throughout the year, with a cumulative financing loan amount of 86.02 million yuan. The Xiaoxiang Technology Element Market Guidong Workstation, a provincial-level service platform, has been established, achieving a zero breakthrough in the provincial-level innovation platform.
 
Since 2024, Chenzhou has introduced 21 new projects of global 500, top 500 enterprises in China, and top 500 private enterprises, 150 projects from Hunan-born entrepreneurs returning to Chenzhou, and 324 major investment projects worth over 200 million yuan, injecting strong momentum into the economic and social development of Chenzhou.
