Chenzhou EDZ to build new engine of new material industry

New materials are the basis for the development of emerging industries. Chenzhou Economic Development Zone (Chenzhou EDZ) focused on developing new material industries such as electronic adhesive materials, thermal control materials and optical materials, attracted and promoted many large and good projects, cultivated and strengthened new material industrial cluster, so as to boost the sustainable and high-quality development of the whole industrial chain of new materials.
Last year, the new material industry achieved the total industrial output value of 980 million yuan and the tax revenue of nearly 28 million yuan. In the first half of this year, the total industrial output value of the new material industry was 540 million yuan and the tax revenue was about 16 million yuan.
New materials refer to newly developed or developing structural materials with excellent properties and functional materials with special properties. They are the most dynamic and potential fields in industrial development, and the forerunner of the upgrading of traditional industries and the development of high-tech industries.
According to the main development direction and key products of new materials in Chenzhou, Chenzhou EDZ has focused on promoting the development of the whole industrial chain of new materials in four directions of new electronic functional materials, new nonferrous metal materials, new graphite materials and new building materials.
This year, Chenzhou EDZ has focused on developing new material industry and attracting related projects.
Oriental Yuhong is one of China’s top 500 enterprises and a leading enterprise in China’s waterproof industry integrating R&D, manufacturing, sales and construction services of waterproof materials.
To promote the development of new building materials industrial chain, Chenzhou EDZ signed an agreement with Oriental Yuhong on June 7. It started construction on June 21. After its completion and being put into operation, its annual output value will reach 2 billion yuan and the annual tax will be about 90 million yuan.
Chenzhou EDZ signed an agreement with Changxing Huineng Power Co., Ltd. on Chibang transportation new materials on July 26. The company highly praised the superior development environment provided by Chenzhou EDZ for the development of new material industry when visiting here for the first time.
Now, Chenzhou EDZ has introduced 9 new material manufacturers such as electronic adhesive materials, thermal control materials and optical materials, and cultivated five industrial enterprises above designated size. Their main products include electronic shielding materials, functional film materials, waterproof materials, tape, new energy motor insulation paint, etc.
Promoting industrial construction is a systematic and complex project, which needs joint efforts of all departments in Chenzhou EDZ to timely coordinate and solve major problems in the development of industrial chains.
Hunan Upass New Material Technology Co., Ltd. is an eco-friendly national high-tech enterprise introducing imported professional equipment from many European countries. The company produces all kinds of polymer functional films, which has been listed in Hunan’s 100 major innovative product libraries.
In the production process, the high-end equipment requires electric power with high reliability and stability. The 0.1 seconds of blackout will stop the equipment and bring more than 100,000 yuan of losses to the company. This is also the biggest problem faced by the company after settlement in Chenzhou EDZ in August 2019.
After understanding the situation, the power department connected a special power supply line for Upass through multiple efforts.
The stable voltage maintained by the special power supply line ensures the rapid development of Upass and reassures the executives of the company. Now, the Phase II project plans to invest 1.5 billion yuan to build an upstream and downstream industrial cluster in the industry.
When completed and put into operation, it will achieve an annual output value of more than 2.5 billion yuan, pay an annual tax of more than 100 million yuan, and provide about 500 jobs.
Upass’s power consumption problem is only an epitome of Chenzhou EDZ’s considerate services. To make the enterprises investing in the park develop at ease, a communication system between departments and enterprises was built, and a supporting mechanism among the park, enterprises, platforms and banks was improved, thus helping enterprises solve difficulties.
Chenzhou EDZ took the initiative to contact the heads of financial institutions such as Bank of China, Bank of Agriculture and Commerce and China Everbright Bank, and led teams to visit more than 40 enterprises in Changchong Innovation and Entrepreneurship Park and Shigaitang Industrial Park. It also actively coordinated financial institutions to offer total loans of 362 million yuan to over 10 enterprises.
Chenzhou EDZ has made unremitting efforts to support the development of new material industry.
Now, Hunan Jingsheng Optoelectric Technology Co., Ltd. is stepping up the production of a hot bending automobile navigation glass. Jingsheng Optoelectronic, headquartered in Dongguan City, Guangdong province, is a one-stop manufacturer mainly engaged in producing optoelectronic glass cover lens and sensor functional chips. It settled in Chenzhou EDZ in August 2020.
With the help of the preferential policies of Chenzhou EDZ, the company has been developing rapidly within less than a year after settlement in the park. It is expected to achieve the output value of 100 million yuan within this year according to the current production efficiency.
To build the park into a “dream factory” for cultivating new material enterprises, Chenzhou has vigorously implemented the construction of a characteristic carrier for integrated development of large, medium-sized and small enterprises. It has invested 530 million yuan to build innovation and entrepreneurship carriers and technological innovation platforms, as well as public service platforms for scientific and technological innovation.
Chenzhou EDZ has been rated as the national innovation and entrepreneurship demonstration base, a national entrepreneurship and innovation base for small and micro businesses, and a national entrepreneurship incubation demonstration base. It has successfully incubated 257 SMEs.
At the same time, it vigorously promoted the development of new material industrial chain. It arranged service secretaries for key enterprises with distinctive output value and products, implemented one-to-one tracking services. It also provided various policies to cultivate strong enterprises in new material industry. This year, 4 enterprises have applied for small giant enterprises and 15 for high-tech enterprises.
During the 14th Five-year Plan (2021-2025), Chenzhou EDZ will build a characteristic industrial system focusing on developing new material industries. Relying on the resource advantages and industrial foundation of new material industries, it will develop new material fields such as electronic information, graphite, nonferrous metals. It is expected that by 2025, the output value of new material industry will exceed 30 billion yuan.
