2011 Hunan province county economy evaluation results were disclosed， in which Guiyang county of Chenzhou city ranked ninth among the top ten. Facing the changing economic situation and severe competitiveness, Guiyang County struggled hard and achieved much improvement. In 2011, major economic indicators and their increase rates of Guiyang county were listed ahead among all other Chenzhou city, like 20 billion yuan of GDP, 10 billion yuan of scaled industrial added value, 1.552 billion yuan of total fiscal revenue, 14.5 billion yuan of total fixed asset investment, 8655 yuan of the farmer’s net income, 18,139 yuan of urban residents per capita disposable income, etc..

Scientific development boosts economy transformation and leapfrog improvement

Industry is a foundation for the economy and society development. Guiyang County’s development was on the basis of resources of the earlier stage. But if it is eager for the long term development, it has to be independent from the resources. New style industrialization and economy transformation are the ways Guiyang County found on the development process.

A correct idea is everything. In recent years, Guiyang County focused on the industrial development to forge modern industrial system. A huge industrial park covering 29 square kilometers was established in Guiyang, which was divided into “one park and six districts”. Till 2011, 69 scaled enterprises with nearly 30000 job vacancies have been settled down in the industrial park, successfully completing the total gross value of 15.4 billion yuan with 660 million yuan tax revenue. 116 key projects with 10.6 billion yuan investment were started in Guiyang County in 2011. It was the first time for the county to reach a breakthrough with over 10 billion yuan on annual investment. Guiyang County won the second prize of new style industrialization promotion in Hunan province. The three tasks like new style industrialization promotion, non-state owned economy, and industry increase were keeping ahead among the counties of Chenzhou city. From January to September, Guiyang county GPD amounted to 16.3 billion yuan and fiscal revenue hit 1.35 billion yuan. Both of them were with an increase of 13.6% and 18.8% separately. Those achievements enabled Guiyang County to keep a stable and balanced increase of economy.

Keeping taking infrastructure construction at the first place to grant people with a new county image

Compared with earlier days, Guiyang County is embracing great changes in recent years.

In the urban areas, a new project -“main road upgrading project” with nearly one billion yuan investment is in full play. Concentrating in forging Guiyang County to be a subordinate central city of Chenzhou city and a logistic center of south Hunan province, Guiyang county government planned to build a new Guiyang city covering 25 square kilometers and 250,000 population within three years.

Besides the expansion of city scale, Guiyang county government paid much attention to the perfection of city function, upgrading of city level and optimization of living conditions. There were nearly about one billion yuan invested on the construction of four squares, three parks, city greening work, city management, etc., which greatly help to improve the living condition and upgrade city level.

Keeping developing agriculture to narrow the gap between rural and urban areas

Tobacco, pig, and camellia are three key leading agricultural products in Guiyang County. Now, Guiyang County has got China’s largest flue-cured tobacco standardized production base, Hunan province’s largest national original pig breeding farm and standardized pig plant, and Hunan province’s largest camellia processing project-Hongrun camellia. In 2011, 0.24 million mu tobacco were planted in Guiyang County with 0.707 million quintals acquisition of tobacco leaves, which obtained a tobacco tax of 143 million yuan, total tobacco revenue of 286 million yuan and tobacco growers’ income of 750 million yuan. In 2012, the tobacco planting areas were expanded to 0.26 million mu with a purchasing target of 0.715 million quintals. Now the purchasing work is being carried well in the county.

Concerning the promotion of rural infrastructure construction, Guiyang County integrated different agriculture-related funds to highlight the village road construction, dangerous reservoir retreatment and irrigation and water conservancy project construction. Furthermore, Guiyang County also gained great achievements on the new rural demonstration village construction. There were about 40 million yuan placed to the new rural construction, which drove about 200 million yuan on the 100 demonstration villages and 100 retreatment new villages. In 2012, “lighting up village” and “rural area environment retreatment” projects are well carried in Guiyang County. According to the time schedule, 200 million yuan would be invested on the installation of street lamps in all villages to forge the brightest and cleanest villages in Hunan province within three years.
