It was learned from the new rural cooperation medical system office of Rucheng county that 92.32 million yuan funds were paid for rural medical insurance in the county. Rucheng county was awarded as “Hunan provincial advanced unit on new rural cooperation medical system work” in 2013 Hunan New Rural Cooperation Medical System Funds Operation Analysis Conference.

By active implementation of the new rural cooperation medical system with different efficient measures, rural people in Rucheng county were benefited from this new system with lower medical fees and better service, which enabled Rucheng county ranking top place of Hunan province on the rate of its participation rate and compensation rate. According to the record, 0.31 million patients were subsided with 92.32million yuan funds in 2012, and its usage rate of funds and compensation rate of hospitalization were up to 95.5% and 60.79% separately. Its “overall region’s compensation rate of hospitalization within scope of policy ” was 77.95% which was 2.95% higher than target setting for 100 well-being projects evaluation index.
