When reporters arrived at the fruit farm contracted by Deng Xiaowen on Huangqidong village, Zhoumensi town, Zixing city, Deng was watering the fruiting pear trees with the equipments of sprinkler irrigation. “Recently, the pear trees were fruiting, which is an significant period to ensure water and fertilizer supply. The technologies of sprinkler irrigation can further help to upgrade the quality and production of Dongjiang pear. The supporting work called“heart to heart”twining and help was carried out in Huangqidong village from 2013. From then on, 360,000yuan capitals were placed by Chenzhou Finance Bureau on solving 16 problems as safety drinking water, greening and hardening work, and others, which greatly helped to improve the village-level business of Huangqidong village. 

Chenzhou Finance Bureau organized and implemented urban & rural grass-roots Party organization “heart to heart”twining and help from 2013. Eight administrative villages as Huangqidong village of Zhoumensi town, Zixing city, Kuangjia village of Matian town, Yongxing county, Sanhe village of Huatang town of Beihu district, and others were confirmed as twining and co-construction villages. Besides the twining and co-construction work, the bureau kept settling at least 5 practical work for the twining villages every year. Different modes on capitals, projects, guidance, and etc. were carried out by the bureau to improve rural infrastructure construction, upgrade rural image and promote the development of agricultural industry, which further helped to enhance the development vigor of the twining villages.

Till now, over 36.50million yuan capitals were collected by Chenzhou Finance Bureau and were placed on projects construction of twining villages, which helped to solve 86 livelihood and production problems for local villagers. 6kms roads, 8kms irrigation channels and over 20,000meters drinking water pipelines were finished on the process. More than 810 people’s drinking water safety problem was solved as well. Furthermore, 2 rural cultural and leisure squares were built and the rural image was improved greatly. Chenzhou Finance Bureau extended income channels of village collective economy to upgrade the twining villages’ hematopoietic function. 1.50million yuan was obtained to guide the twining villages to plant over 2000mu high-quality rice, over 700mu tobacco, over 500mu actinidia chinensis, and over 2100mu vegetable. It also helped to improve the development of farmers’ professional cooperative that 6 cooperatives as fragrant rice cooperative, actinidia chinensis cooperative, pollution-free vegetable cooperative, and etc. were established, enrolling 358 members, which greatly helped to promote the development of village collective economy.
