“All departments should seize the chance to serve for the projects and promote three battles’as urban projects, industrial parks and transportation projects construction in following 150days. It was purposely to solve the problems hindered on the way to promote the acceleration of key projects construction.” reported by Yongxing county. It was learned that an activity named “promoting three battles, fighting for 150days” would be carried out in the county from the beginning of this August to the end of December.

During the period of the activity, all county would fight for finishing the projects as upgrading of urban area, first phase of the smart city, and upgrading of Yongxing Avenue; fight for launching the projects as Haihui shopping mall, Chengbei square, housing and construction material square, Wuxing school and Yuelai hot spring small town, and etc.; fighting for starting 30projects (enterprises) which were introduced into the industrial park, finishing the hardening work of roads, fulfilling the water and electricity supply work, completing over 50% sewage water treatment facilities, finishing over 200,000square meters standard workshops, and etc.; and fighting for fulfilling Silver Avenue, Yongxing section of Qingzi highway, Guigao highway and upgrading of G107 national road and placing them to operation sooner.

In order to accelerate the key projects construction and encourage all projects owners to take active actions on the construction work, the county formed a headquarter operation system, leadership system and other mechanisms by deeply carrying out the educational practices of the Party’s mass line and setting up the concept “promotion of projects construction is the promotion of development”. Different projects were designed for different headquarters to handle specified work. At the meantime, more strict assessment mechanism was figured out with the relation of the promotion of projects. As required by the county, the leaders who were in charge of the specified projects should carry out the on-site investigation every week. The leaders of the three leading groups should hold a scheduling conference every half month. The headquarter of the “three battles” should hold a scheduling conference to solve the problems hindered on the construction process.

Furthermore, enhanced supervision work would be carried out by the county as well with the assessment, reward and punishment measures. Strict accountability would be carried out by the county to punish the actions affect the promotion of construction work. 6 advanced projects would be selected from all the projects on the basis of its fulfillment of work and upgrading of image. On the other hand, more favorable policies would be granted to the projects to accelerate its improvement. All staffs who fought for the construction of projects were encouraged to take overwork to finish the projects sooner with safe and high quality.

According to the data, 236 projects covered with 139.9billion yuan planning investment were arranged by the county, 13.9billion yuan of which was for the part of 2014. 142 projects were continuous ones and 94 were new ones. Till the end of this June, 7.03billion yuan has been finished, covering 50.6% of 2014.
