It was reported a scheduling conference for “1555” working plan was held on May 13, 2015. Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee stated that great efforts should be tried on“1555” project which is the priority among priorities, especially on accelerating the standard workshops construction and fighting for fulfill the major tasks ahead of schedule.

Chenzhou city launched the innovation and entrepreneurship park “1555” project in October, 2014. Till the end of this March, some preliminary work as planning formulation, selection of location, layout, three supplies and one leveling, land requisition and demolishing, and etc. have been finished. Currently, each Hunan provincial level industrial park was facilitated with one innovation and entrepreneurship park with 16.4square meters areas, and all were inaugurated.

Concerned for the construction of standard workshops, 923,000 square meters standard workshops were finished from October, 2014 to the end of 2014. In 2015, over 2.239 million square meters standard workshops covered with 3.83billion yuan investments were planned to be constructed in Chenzhou city. Till the end of this March, 1.08 million square meters standard workshops were placed to the construction step.

On the process of the promotion of “1555” working plan, all counties (cities and districts) of Chenzhou city kept innovating construction models and gained sound results. Yongxing Economic Development Zone introduced professional enterprise to handle the comprehensive development of the 1300mu lands of its innovation and entrepreneurship park. The work as industrial estate construction, and comprehensive investment were carried out by the enterprises. Till now, 200mu lands leveling work and 0.4million cubic meters bulldozing work have been finished by the enterprise. Suxian Industrial Concentration Zone followed the PPP financing model to carry out the standard workshops construction work. Till now, the contract has been signed and was about to start the construction work. It covered 500mu lands with 630million yuan planned investments. Jiahe Economic Development Zone carried out the standard workshops construction via the cooperation of financing platform and enterprises of the zone. The workshops were allocated based on the projects, which helped to settle down more projects. Till now, 16 enterprises were introduced into the innovation and entrepreneurship park.

Liu Hesheng stated that great efforts should be tried on the investment attraction. All departments should work together to contribute to the improvement of the industrial zones; should pay more attention to connect with Hunan provincial departments to grant some “green channels” to the industrial parks; should provide better services to the enterprises; and should improve the mechanism to grant better environment to the industrial parks.
