When reporters arrived at Zhonghe Casting Co., Ltd. in Jiahe Tantang Industrial Park, workers were working hard on the third automatic V-shaped method production line. The new type of well lid manufactured by the company became one of the competitive products with sound market in Hunan provinces and other places. Huang Naiting who is the boss of the company said to the reporters that the company opened up new market by innovation development under the market downturn condition.

Tantang Industrial Park which is governed by Jiahe Economic Development Zone is the exclusive casting industrial park available in Hunan province. In recent years, directed by the problems on approval, financing, labor force, land, and etc. which were presented by the enterprises, the park took innovative development as the important grasp to optimize administrative environment and promote streamline administration and institute decentralization. In 2015, 28 examination and approval authorities entrusted by 8 important function departments as Land & Resource, Planning, Construction, and etc. were operated in place that “green channel” was opened to offer nanny-service for all the projects settled down in the park. It also worked together with the labor department to enhance the skill training of workers and issue recruit information on time to provide sufficient labor force for the enterprises. It also played the best advantages of small and medium-sized public service platforms to issue trade leads on the platform and introduce more raw material suppliers to settle down there. Till now, more than 100 raw material suppliers opened the stores in the park and about 30 equipment manufacturing enterprises established strategic cooperation with the enterprises of the park. In order to solve the financing problem faced by the enterprises and help them to decrease the cost, the park promoted Jiahe county to issue some favorable policies as “8 measures for supporting the development of real economy” to the enterprises, assisted with which over ten million yuan electricity cost were saved for the enterprises of the park.

At the meantime, Jiahe Economic Development Zone innovated financing model to obtain more enterprises development funds, industrial guiding fund, and some other policy funds. It applied mortgage loans from banks by some inventory assets as business and residential lands, real estates, and etc.; guided banks, investment companies, funds companies, private capitals, and etc. to join in the infrastructure construction of the park; and worked together with CCB, Postal Savings Bank of China, and ICBC to issue some more financing products and support the development of real economy, all of which helped to get 500million yuan financing funds and ensure all infrastructure projects to be handled out well. It also set up new model of collaboration demolishing worked together by industrial park, Land & Resource departments, and towns & counties and launched some projects as residential land placement, new rural construction, joint development of village and industrial park, which helped to finish 280mu lands of demolishing, 203mu lands transferring, and 201mu lands approval, that ensured the lands supply for key projects.

Driven by innovative concepts and services, the enterprises of industrial park gained abundant achievements on transformation development. Giant Tool and Hezhong Casting were approved as national level high-tech enterprises; trial production of precoated sand casting was operated successfully by Hengyuan Casting; new fire hydrant patent products manufactured by Xiongjian Tool were being proceeded to 3C authentication; trail production of 8-ton heavy spheroidal graphite casting operated successfully by Zhonghe company; and Hunan Aowo Industrial Devices Co., Ltd. which was purposely to export the products manufactured in the park to worldwide was registered and its export volume was amounted to USD2.00million by handling 6 companies’ oversea agency businesses. According to the statistic, in 2015, the added value of scaled industry of the park hit 4.236billion yuan, up 11.5%, while tax payments was 160.82million yuan, up 14.75%.
