The Vice Governor Xu Minghua led an investigation team for the agriculture development in Yizhang County recently. Xu stated that we need to make the utmost of the opportunity of nation centralization on the poverty alleviation and development in Luo Xiao Mountains, to accelerate the construction of infrastructure & industrialization of agriculture, and to increase farmers' income as well.

The first stop is the reservoir choosing location of Mangshan Mountain. This project has been submitted to the NDRC for approving. Along with the steep way deep into the choosing location of the reservoir, Xu observed the dam site and asked more about the detailed information about the reservoir capacity, irrigation and flooding areas, and the reservoir resettlement. He said the reservoir was not only the life of agriculture, but also a multifunction project for flood control, irrigation, power generation and tourism. Mangshan Mountain reservoir is one of the three key water control projects in our province，so each department needs to strive for construction in a short time under close cooperation.

In the west of Yizhang County, there is a hundred-hector navel orange base; the operation is a company-base-owner model, with the unified subject of exploiting, unified leasing of barren mountain, unified planning, unified technology, unified management and household development and management.

Right now, there is more than 300 mu, 580 developing owners in the whole area and 3600 spare labor forces were transferred and 172 hectors were planted in other rural places. Xu got very excited when he saw a number of thriving navel orange trees. After listening to the report from the base, he gave a high praise because it was one of the best agriculture cultivation bases in the province under high standards, large scales and the first-class management, and he required keeping the quality and quantity, enlarging the scale, seeking further development plans and trying to make "Yizhang Navel orange" as a famous brand in the province and even the whole nation.

The last stop is Aobei village of Wuling town, which is the poverty alleviation location of the provincial department of water resources. The poverty alleviation team has invested nearly 6 million Yuan to reinforce the water conservancy construction and 7 million Yuan to construct and transform primary school of Aobei village since March last year. With the help from the poverty alleviation team, Xu required the team to help farms increase their income, provid technical guidances & production resources and mobilize the villager to construct a new socialist countryside.

Xu Minghua stated that central and local governments and party committees should accommodate the plan and focus on key points, making the polices support and benefit agriculture, rural areas and farmers in the right position. In order to ensure the increasing income of the farmers, the industrialization of agriculture must follow the "company-base-association-farmer" mode. Plans based on the opportunity of the nation centralization on the poverty alleviation and development in Luoxiao Mountains needs to be earnestly organized and drafted.
