It planned to plant 0.4million mu tobacco and purchase one million loads tobacco leaves

It was reported that 2015 tobacco working conference was held in Chenzhou city on December 5, 2014 to arrange the tobacco production work of 2015. Xiang Lili- Secretary of Chenzhou Municipal Party Committee required that the core competitiveness of Chenzhou tobacco should be upgraded to improve modern tobacco agriculture to be in a higher level. Qu Hai- Deputy Secretary of Chenzhou Municipal Party Committee and Mayor of Chenzhou City was present at the conference and delivered a speech there as well.

In 2014, focusing on quantity control, upgrading of quality, guarantee of supply, and stable market, Chenzhou city overcame many difficulties and successfully achieved four targets of keeping scale, defending red-line, protecting brand and increasing profit. 398,400mu flue-cured tobaccos were planted in Chenzhou city, including 10 bases of characteristic high grade tobacco leaves. Over 1 million loads of tobacco leaves were purchased, which helped increase the total income of the tobacco farmers to be 1.6billion yuan and tax payment to be 280million yuan. Furthermore, 9139 infrastructure projects concerned for tobacco industry were finished in 2014, accounting for 324million yuan investment.

In 2015, it preplans to plant 0.4million mu guiding tobaccos and purchase 1 million loads of tobacco leaves; to develop 10 units of characteristic high grade tobacco and purchase 0.49million loads; to develop 4 units of make-to-order and purchase 0.19million loads; and to finish 219million yuan infrastructure construction for tobacco industry, covering 6719 projects.

Xiang Lili emphasized in his written form speech that the new situations happened on the production should be analyzed and treated with the idea of“new normal”, the development ideas should be updated, and development forms should be transferred to expand the market with high quality and more features, and to keep more determinations and confidence to improve the pillar industry of tobacco; the development strategy for the tobacco brand should be figured out to form the characteristic production model of tobacco, perfect the quality system construction, promote the propaganda of characteristic tobacco brand, and upgrade the core competitiveness of Chenzhou city’s tobacco industry; the red-line should be defended to keep the production scale of tobacco plantation, the development should be transformed to promote the improvement of modern tobacco agriculture, and the working style should be rectified to manage the work together and upgrade modern tobacco agriculture to be in a higher level.

Qu Hai highly affirmed the achievements gained on the tobacco work in 2014. He stated the sense of urgency for accelerating the transformation of development model of the development of tobacco industry should be enhanced and transformed tobacco production from expanding scale to upgrading quality and efficiency by grasping the new normal, studying new ideas, carrying out new measures, updating development concept and transforming development model. 2015 work should be handled out well by focusing on the targets. The layout should be optimized to keep the production scale; the tobacco quality should be upgraded to popularize the brand; the foundation should be consolidated to upgrade the development level; the policies should be implemented well to protect the tobacco farmers’ profits; and the leadership should be enhanced to ensure all the targets to be fulfilled and the tobacco industry to be developed healthily.

Guiyang County Government and Jiahe County Tobacco Company delivered typical speeches on the conference. All counties and districts of Chenzhou city which produced tobacco submitted 2015 liability forms to Chenzhou Municipal Government.
