Investigation group of Hunan Provincial Development and Reform Commission visited Chenzhou city on June 26, 2013 for the research of the implementation condition of “twelfth five-year plan”. The group took visits to some enterprises and Xihe Wetland Park.

Chenzhou Municipal DRC delivered a working report on the implementation of “twelfth five-year plan”of Chenzhou city on the symposium held in that afternoon. Chenzhou’s society and economy were with health and rapid development after the implementation of“twelfth five-year plan”. Till the end of 2012, 13 obligatory targets confirmed in“twelfth five-year plan”have been fulfilled or over-fulfilled by Chenzhou city. While as of the end of first half year of 2013, 10, 6, and one of the 17 anticipated targets were expected to be fulfilled, overscheduled and extremely hard to be finished.

It was stated by Chenzhou Municipal DRC that undertaking industrial transfer would be further accelerated in Chenzhou city to ensure the “twelfth five-year plan”target of GDP can be fulfilled or almost fulfilled. Industrial structure adjustment would be upgraded to increase the rate of service industry and strategic emerging industry. Urbanization work would be promoted to improve the urbanization rate. Some other measures would be carried out at the meantime to assist Chenzhou city to meet all the targets set in “twelfth five-year plan”.

Liu Mingzheng- one of the members of the investigation group and Director of Hunan Provincial People’s Congress Financial and Economic Committee Office highly affirmed Chenzhou city’s work on the investment attraction and appreciated its concerns on the development prospect and technology issues of the enterprises. Zhou Zhenghong- one of the members of the investigation group and Deputy Inspector of Hunan Provincial DRC stated that the key purpose for this investigation of Chenzhou city was for better understanding of the problems hindered on the way of Chenzhou city’s implementation of the “twelfth five-year plan”and measures applied by Chenzhou city to solve the problems. It was for the preparation of implementation of“thirteenth five-year plan” and for collection of suggestions with more Hunan features on 2013 reform of the economic system.
