On July 24, 2013, Liu Hesheng- Deputy Secretary of Chenzhou Municipal Party Committee took an investigation on water conservancy development work of Chenzhou city. It was required that all relative departments should try best to establish a typical national water ecological civilization pilot to further promote Chenzhou city’s development of water conservancy.

As listed by “planning program for construction of Chenzhou water ecological civilization (2011-2020)”that a water ecological civilization pattern with greening mountain & lakes and harmonious water ecological landscapes would be established in 2020 and help to promote Chenzhou to be a livable city nationwide. Such pattern would be on the basis of comprehensive fusion of water security, water condition, water landscape, water culture, water economy and water management.

Liu asked that all the water conservancy departments should keep promoting the reform of water conservancy on the basis of water ecological civilization construction. Such civilization concept should be applied into all the water conservancy issues as development, utilization, retreatment, allocation, saving, protection, planning, construction, management, etc..

Further landscape projects should be carried out in Chenzhou city in the following step. Some water platforms, water ecological systems and water ecological landscape projects were under the planning program.

Liu stated that further reform and innovation should be kept for solving the problems of water conservancy under Chenzhou city’s practical condition, especially the financing platform construction concerned for the funds problem of water conservancy projects.
