Liu Zhiren said that China Railway is one of the world's top 500 enterprises. It has made brilliant achievements in construction, design, installation, financial investment and other sectors, and has also made great contributions to China's railway industry. Chenzhou has the advantages of humanities, location, transportation, ecology and openness, as well as the advantages and opportunities of policy superposition. Therefore, it is necessary to strengthen cooperation with central enterprises to transform Chenzhou's advantages into productivity and high-quality development.

Liu Zhiren pointed out that it was hoped that the two sides would work together to complement each other and expand the space for cooperation. It is necessary to make one-time planning for the environmental protection industry, establish a set of working groups, and promote the project to be implemented as soon as possible; it is necessary to seek cooperation in urban construction, highway, railway and other aspects to achieve win-win development. At the same time, he hoped that China Railway would take Chenzhou as the first choice for the strategic layout of equipment manufacturing industry in central and southern China; it was hoped that both sides would establish a cooperation mechanism, strengthen communication, realize resource sharing, and create a benchmark for cooperation between the government and central enterprises. Chenzhou will also provide the best business environment for the development of China Railway in Chenzhou.
