It has seen a significant breakthrough in institutional innovation. 83 of the 102 pilot reform tasks have been implemented, and 217 of 264 measures have been put into practice. 

 

31 cases of Chenzhou-style institutional innovation have been initially formed, including 6 cases which are expected to be applied for national or provincial pioneers. The reform for the real estate registration was first launched in the province. 

 

It has conducted cooperation with business associations, industrial parks, universities, research institutes and FTZ alliances in the GBA to build platforms for system research, scientific and technological innovation and industrial construction. It has also strengthened the sharing of government service data between Hunan and Guangdong provinces, and realized inter-provincial enterprise-related services between many enterprises.

 

It has realized customs exchange, smooth logistics and talent circulation with the Greater Bay Area, built a new logistics base connecting Guangdong, Hong Kong and Macao, and seamlessly connected with Yantian Port and Shekou Port in Shenzhen. 

 

It has focused on attracting investment from three kinds of top 500 enterprises, and accelerated the upgrading of industrial clusters. A total of 87 projects were signed, an increase of 93.3%, and the total investment was 23.568 billion yuan, up 26.8%. More than 80% of investment projects were from the Greater Bay Area. 

 

The “1 plus N” policy system of Opinions on the Implementation of High-quality Development in Chenzhou Area has been built, and 25 policy documents have been issued, including investment attraction, industrial upgrading, headquarters economy and modern service industry. 

 

Over the past year, Chenzhou Area has seen 1,063 new enterprises, an increase of 187.4%. The total import and export volume reached 16.777 billion yuan, an increase of 27.1%. And the actual use of foreign investment was 138 million dollars.
