Decoding the framework agreement signed between Chenzhou city and Alibaba

On March 29, 2016, the 1st Chenzhou Merchants Conference & investment attraction docking conference of “welcoming county fellows to improve the home town” was held in Chenzhou city. Chenzhou city signed the framework agreement with Alibaba on site. Chenzhou Daily was authorized with the version of the agreement from Chenzhou commercial department, so that the reporters can be capable to decode the important agreement which closely concerned about the further development of Chenzhou ecommerce.

It was specified on the agreement that the two parties would work together to promote ecommerce projects in the counties and districts of Chenzhou, such as “one thousand counties and 10-thousand villages” pilot plan, Taobao “characteristic China” Chenzhou exhibition hall, Chenzhou industrial belt of Alibaba, “smart Chenzhou”, rookie logistics transit warehouse, big data cloud computing, ant financial service, cross-border trading, talent training base of Taobao University, and etc. In the meantime, relying on rural Taobao, service centers (stations), and some other platforms, they would promote the combination of upstream and downstream of products and combination of development of rural ecommerce economy and cultivation of rural ecommerce talents, especially on improving the upstream of agricultural products, accelerating the industrialization of agriculture, increasing farmers’ income, implementing ecommerce poverty alleviation, and etc.

Alibaba will be in charge of providing ecommerce platforms and supporting technologies, resources, and experiences, and deploying the best teams to handle the preparation and implementation work of projects; will help the counties and districts of Chenzhou city to carry the recruit and training of ecommerce talents and follow up the projects worked together with Chenzhou city; will popularize the application of big data in ecommerce by promoting the development of Chenzhou big data industry, provide favorable big data services for local government and ecommerce enterprises, and promote the settlement of Alibaba big data projects in Chenzhou city in advance; and will provide technologies and relative services for the ecommerce association (alliance) which was planned to be established in Chenzhou city.

A coordination leadership team will be set up as well to communicate and share the ideas and information with each other by handling joint conference irregularly, which is purposely to ensure all the cooperation work between the two parties to be promoted smoothly.

It was introduced by the principal of Chenzhou Commerce Bureau that Chenzhou city is working on formatting relative policies and measures to support the development of ecommerce, concerning on finance, tax, land, financing, logistics, talent training, technology affirmation, and etc. It will mainly support the development of entity type, platform type, and public service type of ecommerce firms by the means of government-guided and market-oriented. It will try great efforts to reach 30% annual increase of ecommerce industry during “13th five-year plan”, establish ecommerce application system till 2020, improve to be “national demonstration city of ecommerce”, and build sound ecommerce supporting scheme. Assisted with the cooperation with Alibaba, the logistics, online payment, talent cultivation, credit service, and other systems would be fully promoted in Chenzhou city, as well as the cross-board ecommerce, rural ecommerce, and inter-city ecommerce.
